An official corruption investigation into Toulouse Mayor Jean-Luc Moudenc’s 2020 municipal campaign is moving forward with initial document requests by police investigators.

The inquiry stems from a legal complaint filed on June 6, 2025, by the anti-corruption association Anticor. The group alleges that municipal resources and staff were improperly used for campaign activities.

Scrutiny Focuses on Working Hours and Public Resources

Investigators from the Toulouse judicial police have begun requesting key documents from city hall via email without conducting an on-site visit.

The requested items include the official campaign team organigram along with the employment contracts for collaborators and staff members who worked on the 2020 election effort. The inquiry aims to determine whether municipal employees campaigned during working hours using public resources, which is prohibited under French law.

E-mail Cache Submitted by Anticor

Anticor’s complaint, which was relocated to the judicial court in Auch, targets a tightly contested municipal election held during the Covid-19 pandemic.

Jean-Luc Moudenc faced a difficult first round in March 2020 before ultimately securing victory against opponent Antoine Maurice of Archipel citoyen. The anti-corruption group bases its claims on approximately 200 documents, consisting primarily of emails, text messages, and notes exchanged among a dozen cabinet members.

Preliminary Probe Follows March Vote

Despite the pending legal scrutiny, Jean-Luc Moudenc won re-election during the subsequent municipal vote in March 2025.

The current preliminary inquiry represents the first concrete investigative steps taken by law enforcement since the complaint was filed less than a year prior to that election. Investigators have not yet conducted formal hearings as part of the ongoing procedure.

Broader Legal Battles and Defamation Lawsuit

The municipal campaign inquiry is one of several legal battles surrounding the Toulouse mayor. Anticor initiated a separate procedure in January 2025 by filing a complaint with civil party constitution regarding Jean-Luc Moudenc’s professional role as an economic affairs general controller at Bercy, which the association alleges is a fictitious position. A previous complaint regarding the same employment was dismissed by the courts in 2022.

Representatives for the mayor have denounced the repeated legal actions as harassment. In response to the scrutiny over his government position, Jean-Luc Moudenc initiated a defamation lawsuit against François Piquemal in June 2025. That defamation procedure remains active, with both individuals scheduled to appear before the court at a later date.
