New Eco-District Planned for Tournon-sur-Rhône Following Decades of Industrial Use
Tournon-sur-Rhône, France – A significant urban and environmental redevelopment project is underway at the site of the former ITDT industrial plant, located at the confluence of the Doux and Rhône rivers. After years of planning and administrative hurdles, the project is poised to begin construction in 2026, transforming the 12-hectare site into a new eco-district.
The ITDT plant, originally known as ETIT (Impressions et Teintures De Tournon), ceased operations in 2008 after 150 years of activity. The closure left behind a large, vacant area at a key entrance to the town, presenting both challenges and opportunities for the community. According to city officials, the site’s location – bridging the gap between the urban center and the natural landscape – is a major asset.
The project gained formal momentum on , when the Tournon-sur-Rhône municipal council approved the creation of a ZAC (Zone d’Aménagement Concerté – a designated land use planning zone) and a fourth modification to the local urban planning regulations (PLU). This approval followed a year dedicated to administrative procedures, paving the way for technical studies and the commencement of construction in 2026.
Prior to the formal planning stages, extensive demolition and decontamination work was undertaken with the support of EPORA (Établissement Public de l’Ouest Rhône Alpes). These efforts were crucial in clearing the site and assessing its potential for redevelopment. A period of public consultation followed, allowing residents and stakeholders to contribute to the vision for the new district.
The redevelopment project, a collaboration between the city of Tournon-sur-Rhône and ARCHE Agglo, aims to create a new gateway to the town, integrating urban life with the surrounding environment. The initiative is seen as a valuable opportunity to strengthen connections between the city, the waterways, nature, and the broader landscape.
ARCHE Agglo is actively supporting the city of Tournon-sur-Rhône in this undertaking. In 2024, the focus was on finalizing the urban project and establishing the ZAC as the operational tool for its realization, alongside a phase of active public consultation.
A public consultation period, spanning from to , involved meetings, workshops, and even “velo-triporteur” tours to engage the community. While a digital platform was used to gather feedback, traditional paper-based comment forms received limited participation.
The planned eco-district represents a significant investment in the future of Tournon-sur-Rhône, promising a revitalized area that blends urban development with environmental sustainability. The project aims to address the legacy of the industrial site while creating a vibrant and attractive space for residents and visitors alike.
