Washington Pushes Europe to Open Fuel Reserves

The United States government is demanding that European nations release emergency diesel reserves to counter soaring fuel prices driven by ongoing conflicts in Ukraine and the Middle East. US Energy Secretary Chris Wright stated on October 1 during an interview with Fox News that European countries hold massive diesel stockpiles because they shifted significant refining capacity overseas. Responding to a question regarding whether Washington is asking Europe to release strategic reserves, Wright answered of course and noted that we are recovering exports of diesel around the world, but it is currently very tight. In addition, Jamieson Greer, the United States Trade Representative, meeting with reporters during the G20 trade ministers meeting in Milwaukee, stated that France, Germany, and Italy have stockpiles built up and that our view is that if Europe is experiencing price spikes, they should release these reserves. Furthermore, a European source reported that the United States has requested the European Union to release 120 million barrels of diesel over a six-month period. US Treasury Secretary Scott Besant stated in a post on X that the United States is fulfilling its commitment to foster stability in global energy markets under President Trump’s leadership and demanded that European partners must accelerate the fulfillment of existing commitments and immediately provide additional supply to address ongoing persistent disruptions. Besant further urged that the burden of global diesel shortages should not be borne solely by American farmers, truck drivers, and businesses, adding that the United States is doing its part. We expect our allies to play a role commensurate with their promises. President Donald Trump, speaking to reporters in Washington on October 1, stated in response to an inquiry on whether the United States will ask European nations to release stockpiles to lower prices that we can do that, they (Europe) have some diesel, while also asserting that all prices are coming down. We inherited the worst numbers from the Democrats, but we are lowering them significantly. Inflation is currently almost a non-issue. Oil prices are much lower than they were under the Biden administration. Trump also mentioned regarding the Middle East conflict that we did what Biden didn’t do. Iran will never have nuclear weapons, and we did that. Unfortunately, Biden and many other presidents chose not to do that.

Rising Diesel Prices Strain US Agricultural Regions

The coordinated pressure from Washington comes as domestic diesel prices in the United States reach $6.38 per gallon, compared to $3.70 a year earlier, creating severe financial strain for agricultural regions ahead of the midterm elections. Treasury Secretary Scott Besant posted on X that European partner nations must accelerate existing commitments and provide immediate additional supply, writing that the burden of global diesel shortages should not be borne solely by American farmers, truck drivers, and businesses. President Trump stated that all prices are coming down and claimed that inflation is almost a non-issue, noting that oil prices are lower than under the previous administration and referencing actions taken regarding Iran.

Export Restrictions Threatened in Transatlantic Standoff

European capitals are actively weighing the diplomatic and energy security implications of Washington’s demands amid pressing domestic supply constraints. Reuters reported that the Trump administration warned France and Germany that failure to release emergency stockpiles could result in restrictions on American diesel exports. In response to the pressure, the European Commission, alongside officials from Germany, France, Italy, Ireland, and the United Kingdom, held emergency telephone consultations, leading to a convened meeting of the 27-member European Union energy task force. President Trump previously remarked on September 30 in the White House Oval Office when asked if a diesel export ban had been decided that we are still thinking about it, noting that while it could help diesel prices, it could raise the price of other products, particularly gasoline, leading to a slight increase in gasoline prices and a slight decrease in diesel prices. Energy Secretary Wright noted that President Trump wants to lower energy prices and is open to all ideas to achieve that, but when asked if he supports banning American diesel exports, he replied that everything depends on the situation.

European Officials Fear Depleting Strategic Fuel Reserves

European officials remain hesitant to immediately draw down strategic reserves due to fears of eliminating a critical safety buffer against ongoing supply vulnerabilities. The restrictions on Russian oil imports resulting from the Ukraine war, combined with persistent disruptions in the Middle East, leave the continent with a tight supply margin that complicates any rapid release of stored fuel. Meanwhile, US refiners are operating at maximum capacity, and Trump administration officials maintain that coordinating a release ahead of the autumn harvest and winter heating oil demand cycle is necessary to stabilize international markets. Energy Secretary Wright emphasized that Europe can also help in this situation, and I am confident they will, adding that now is the time to coordinate and release diesel stockpiles in time for the harvest season and the start of winter heating oil demand, and that diesel is available.

Bond Yields Reach Two-Decade Highs Amid Inflation Concerns

Global bond selling persisted as rising oil prices re-ignited inflation concerns, pushing the 10-year US Treasury yield to its highest level since 2002. On October 1, the 10-year US Treasury yield rose 6 basis points during trading to reach 5.34% per annum, surpassing its 2007 peak. Minneapolis Federal Reserve Bank President Neel Kashkari stated that inflation is still too high, and assessed the labor market as pretty good, but not great. Additional upward pressure on market interest rates stemmed from large-scale government borrowing and rising funding demand from artificial intelligence infrastructure investments, where the government issues bonds to cover fiscal deficits while technology firms issue corporate bonds in large volumes for data centers, semiconductor plants, and power grid investments, creating a structure where the government and corporations compete for limited investment funds and drive up overall borrowing costs.

Pending Decisions on Strategic Stockpiles

European nations have yet to formally announce whether they will release their strategic diesel reserves in response to the US warnings, leaving open the question of whether Washington will follow through on threats to restrict domestic fuel exports.
