That figure marks the highest average on record, climbing more than 75% higher than levels recorded a year prior. Global markets face severe supply pressures due to ongoing wars in Iran and Ukraine. According to The Guardian, these conflicts have sharply cut exports from major producing nations including Russia, Saudi Arabia, and the United Arab Emirates.

Treasury Secretary Scott Bessent, speaking alongside Trump at the same meeting, outlined the administration’s cautious approach to the proposal. According to CNBC and The Guardian, Bessent noted that the administration is examining whether a diesel export ban is feasible. Specifically, officials are reviewing overall domestic refining capacity and assessing whether a full or partial ban would actually work.

Political Pressure and Industry Warnings

Pressure for the export ban has mounted from political figures in competitive races. According to The Guardian, Republican Senate candidates have called on the administration to implement the ban to alleviate high costs for American consumers. US Representative Ashley Hinson, a Republican running in a competitive Senate race in Iowa, posted on X about the squeeze facing constituents. According to The Guardian, Hinson wrote that Iowans should not have to foot the bill at the pump or the checkout line for the war in Iran, adding that officials need to use every option available for relief. Meanwhile, the domestic refining sector warned that export restrictions could create unintended consequences. According to a statement from the American Fuel and Petrochemical Manufacturers trade group cited by The Guardian, an export ban would backfire because domestic refiners would be forced to reduce production. The trade group emphasized that producing less diesel inherently means producing less gasoline as well.

Refinery Strikes and Diplomatic Talks

The discussions in Washington also touch on military actions impacting energy infrastructure. According to the Financial Times and The Guardian, Trump urged Zelenskyy on Sunday to pause strikes on Russian oil refineries over concerns that the attacks could further drive up fuel prices. Trump wrote on social media that Russia unfortunately lost control of its diesel oil industry, while telling reporters on Tuesday that Ukrainian attacks represent a serious hit on both the Russians and the price of diesel.
