While some have seen funding restored, the impact has been meaningful. According to a coalition of 15 organizations, over 800,000 individuals now face potential loss of access to contraception. These organizations have filed a lawsuit challenging the administration’s actions.
“so essentially, we see attacks on birth control at both the state level and the federal level,” explains Kimi Chernoby, an attorney with the National Women’s Law Center.
These federal cuts are compounded by reductions to Medicaid, included in a recently enacted Republican spending bill. These cuts threaten healthcare access, including contraception, for millions of women in the years to come.
State-Level Restrictions and a Coordinated Effort
The assault on reproductive rights isn’t limited to federal policy. Several states have seen attempts to restrict access to contraception. Despite bipartisan support for a right-to-contraception bill in Virginia, the Republican governor vetoed the legislation.
Chernoby points to ”Project 2025,” a blueprint developed by the Heritage Foundation for a new Republican administration, as evidence of a coordinated strategy. President Trump has adopted many of its policies. The administration has not publicly stated a reason for limiting access to contraception.Requests for comment from the Department of Health and human Services and the Heritage Foundation went unanswered.

Shireen Ghorbani, with Planned Parenthood of Utah, highlights a concerning trend. “It is very clear that they are intent on expanding the population,” she states. Her institution is a plaintiff in the lawsuit against the administration.
Ghorbani warns that contraception is “genuinely in the crosshairs,” alongside access to abortion care, which Republicans have long sought to limit. The cuts disproportionately affect low-income individuals, but the consequences extend to the entire healthcare ecosystem.”All of this is building a structure that makes it harder and harder for individuals to control their sexual and reproductive lives, to plan their families and have kids when they want to,” ghorbani explains.
The current actions represent a rollback of decades of progress, undermining the principles behind the creation of federal programs designed to ensure worldwide access to birth control. These programs were established to empower individuals to make informed decisions about their reproductive health and family planning.
