Trump Proposes Plan to End Israel-Hamas Conflict

Overview of the Proposal
Shortly before a planned press conference, the white House released President Donald J. Trump’s plan to resolve the Israel-Hamas conflict. The proposal, formally titled “President Donald J. Trump’s extensive plan to end the Gaza conflict,” remains unapproved by both Israel and Hamas as of September 29, 2025.
If accepted by both parties, the plan stipulates an immediate end to the war and the withdrawal of Israeli forces contingent upon the release of hostages.
The “Board of Peace” and Transitional Governance
A central component of the plan involves the establishment of a “Board of peace,” an international transitional body chaired by Mr. Trump. this board would oversee a temporary committee responsible for the day-to-day governance of Gaza.
the transitional governance structure would consist of Palestinian representatives and international experts, operating under the supervision of the “Board of peace.” According to the document, other members and heads of state will be announced, including former U.K.Prime Minister Tony Blair.
The plan envisions a “technocratic, apolitical Palestinian committee” managing public services and municipalities within Gaza. This body will be responsible for “delivering the day-to-day running” of Gaza, according to the proposal.
Long-Term goals and Redevelopment
The proposed transitional governance is intended to operate until the Palestinian Authority completes a reform programme,as previously outlined in President Trump’s 2020 peace plan and a Saudi-French proposal. The goal is for the Palestinian Authority to eventually resume control of Gaza “securely and effectively.”
The plan also emphasizes the redevelopment of Gaza “for the benefit of the peopel of Gaza,” with funding and framework established by the transitional committee.
Furthermore, the Trump administration proposal explicitly states that Israel “will not occupy or annex gaza.”
