President Donald Trump signed a memorandum on April 3, 2026, directing the Department of Homeland Security (DHS) to pay all of its employees despite a government shutdown that has lasted nearly 50 days.

The presidential order authorizes paychecks for more than 35,000 employees who have gone without pay since DHS funding stopped on February 14, 2026. Those affected include civilian personnel from the Coast Guard, employees at the Federal Emergency Management Agency (FEMA) responsible for disaster response preparation, and cybersecurity professionals at the Cybersecurity and Infrastructure Security Agency (CISA).
