Speaking to reporters in Charlotte, North Carolina, Trump dismissed the prospect as laughable and criticized Canada as a terrible trade partner, linking his trade retaliation directly to European intentions.

European Commission President Ursula von der Leyen announced the associate membership initiative during her annual state of the EU address in Strasbourg, France, attended by Canadian Prime Minister Mark Carney. Prime Minister Carney has previously stated that Ottawa is pursuing a unique security and economic alliance with Europe rather than full bloc membership as Canada seeks to diversify its economic partnerships and reduce vulnerability to U.S. economic pressure. Canada already maintains a free-trade agreement with the EU that eliminates tariffs on roughly 99 percent of goods, alongside participation in the SAFE instrument providing preferential access to defense procurement.
