The United States is experiencing a “dangerous moment” for its democracy, with the Immigration and Customs Enforcement (ICE) agency being utilized as a paramilitary force, according to Vanessa Cárdenas, Executive Director of America’s Voice. Cárdenas asserts that the administration of Donald Trump is guided by a concerning strategist: Stephen Miller.

Speaking to Prensa Arizona, Cárdenas, who leads the organization dedicated to advocating for just immigration reform, explained that President Trump has transformed border control agencies into instruments of political and ideological persecution. She characterized the current behavior of ICE as a “paramilitary force,” operating without respect for human or civil rights.

“They are not just arresting and detaining people with criminal records, and they are not just violating the fundamental rights we have as Americans, but basically we have a paramilitary agency, that is, a paramilitary force that has no control,” Cárdenas stated.

She lamented an intensification of immigration agency operations in recent months, resulting in violations of both human and civil rights. Cárdenas cited the deaths of two U.S. Citizens, Renee Good and Alex Pretti, at the hands of ICE agents as evidence of this escalating trend.

The objective of the Trump administration, Cárdenas contends, is to maintain power, and the current actions are part of what she termed a “campaign of terror.”

The Engine of White Supremacy

Cárdenas revealed that Stephen Miller, the President’s chief advisor, is the driving force behind the policies and operations surrounding immigration and ICE. “We also know that the engine of this agenda is Steven Miller, who has a nativist ideology and as long as he is at Trump’s right hand, things will not change,” she said.

She defined Miller as an ideologue of white supremacy seeking to expel as many people of color as possible. Cárdenas further alleged that Miller is pushing for a daily arrest quota of 3,000 individuals, pressuring agents to locate immigrants even in everyday locations such as car washes and construction sites.

Cárdenas warned that the Trump administration, under Miller’s plan, intends to eliminate birthright citizenship for the children of immigrants, a measure that would strip millions of Americans of their civil rights.

Reject Them at the Polls

Cárdenas anticipates that the Trump administration will leverage ICE to suppress Latino voter turnout in the November 2026 elections, particularly in key states like Arizona.

She issued a call to the Hispanic community to participate in the elections and resist intimidation, emphasizing the need to demonstrate rejection of the Republican government’s policies at the ballot box. “The only language these politicians understand is political power. The response must be massive participation at the polls and a total rejection of this model,” Cárdenas asserted.

From the America’s Voice platform, Cárdenas also appealed to legislators, especially Republicans, to halt the excessive funding of ICE and to work towards a bipartisan immigration reform that addresses existing problems and provides relief to working families who have come to the country seeking a better life.

The concerns raised by Cárdenas align with broader anxieties about the direction of immigration policy under the Trump administration. December 2025 reports indicated that Trump had already begun laying the groundwork to challenge the results of the 2026 midterm elections, warning of potential Democratic attempts to “steal” the election and announcing plans to deploy legal teams to states like Arizona to investigate alleged fraud. These actions, coupled with the deployment of ICE agents and National Guardsmen to Maricopa County, Arizona, have raised concerns about voter suppression and the erosion of democratic norms.

The situation in Maricopa County is particularly sensitive, given its significant Hispanic and Latino population. Voting rights advocates have expressed concerns that the presence of armed agents may discourage turnout. Despite these concerns, early results showed Republican candidates with small leads, but thousands of mail and provisional ballots remained uncounted, potentially shifting the balance of power.

The Atlantic reported that following Election Day, Trump called a press conference to declare a Republican hold on the House, while simultaneously warning of Democratic attempts to steal the election. He announced plans to send a legal team to Arizona to investigate fraud and continued to post allegations on Truth Social. Republican lawyers subsequently filed to halt vote counting, arguing that any votes counted after Election Day were illegal under federal law. The Attorney General also sent a letter to Arizona officials, warning of potential Department of Justice intervention if any irregularities were suspected. Even the FBI Director reportedly reposted unsubstantiated rumors of fraud and announced plans to send agents to Phoenix.

These actions, taken together, paint a picture of a concerted effort to undermine the electoral process and maintain power, raising serious questions about the future of American democracy and the role of agencies like ICE in potentially suppressing voter participation.
