Trump Names Scott Turner as HUD Secretary

President-elect Donald Trump has appointed Scott Turner, a former Texas state representative, as the Secretary of Housing and Urban Development (HUD). Turner previously played nine seasons in the NFL and served in the Texas House from 2013 to 2017. He currently chairs the Center for Education Opportunity at the America First Policy Institute, a think tank created by former Trump administration staffers.

During his first term, Trump appointed Turner to a council aimed at revitalizing distressed communities, focusing on directing private investment to Opportunity Zones. Despite some praise for this initiative, critics argued that wealthy investors benefited more than the communities themselves.

Trump’s Housing Policy Directions

The first Trump administration proposed significant budget cuts to HUD, which Congress did not approve. This time, advocates for housing reform fear that the administration will be more successful in pushing its agenda. Analysts anticipate intense budget conflicts in Congress, especially with fewer moderate Republicans likely to oppose proposed cutbacks.

Among the proposed changes from Project 2025, some key points include:

  • Banning families with undocumented members from receiving federally assisted housing.
  • Eliminating a new federal fund aimed at increasing affordable housing supply.
  • Repealing regulations intended to reduce residential segregation.
  • Ending the “Housing First” approach that prioritizes stable housing before addressing substance abuse.
  • Tightening work requirements for recipients of housing subsidies.

Experts warn that if these proposals are enacted, they could increase poverty levels in America.

Concerns Over Funding Cuts

Critics note that many proposed budget cuts affect not only low-income families but also the working-class families that form Trump’s support base. While some analysts predict that substantial cuts may not pass, they believe regulatory changes could move forward more easily.

Supporters of the Project 2025 plan suggest that selling public housing land to private developers could better utilize resources. However, critics emphasize that this approach does not solve the underlying issues of inadequate wages for housing-affording jobs.

As the Trump administration forms, it faces competing priorities, including potential tax cuts and addressing the housing market’s severe shortages.
