Senegalese Defence Procurement: Turkish Ambitions and Allegations of Irregularity
The Context: Senegal’s Defense Modernization
Senegal is actively pursuing the modernization of its armed forces, driven by regional security challenges including the threat of terrorism in the Sahel and the need to secure its maritime borders. This modernization effort encompasses upgrades to its army, air force, and navy. The country has historically relied on France as its primary defense partner, but is now diversifying its sources of military equipment and training.
This diversification is occurring against a backdrop of changing geopolitical dynamics in West Africa, with increased competition for influence from countries like Turkey, Russia, and China. Senegal’s strategic location on the Atlantic coast makes it a key player in regional security, and its defense choices are closely watched by other nations.
Turkish Defense Industry’s Growing presence
Turkish defense companies, buoyed by successful exports and a growing reputation for quality and affordability, are aggressively pursuing opportunities in Africa. Companies like Aselsan, Roketsan, and STM are actively marketing their products and services to Senegalese officials. The appeal lies in a combination of competitive pricing, favorable financing terms, and a willingness to offer complete support packages, including training and maintenance.
According to Africa Intelligence, Turkish ambitions in Dakar are significant, aiming to establish a strong foothold in the senegalese defense market. This includes potential contracts for armored vehicles, drones, and electronic warfare systems.
