Tennessee has become the first state to pass new congressional maps following a U.S. Supreme Court decision that weakened Section Two of the Voting Rights Act.

The legislation was signed into law by Tennessee Governor Bill Lee. The move has prompted immediate legal challenges and protests within the state capitol.

The NAACP Tennessee State Conference has filed a lawsuit in state court to challenge the new maps. The organization asserts that the mid-decade redistricting is illegal.

The redistricting effort specifically targets a majority-Black district in Memphis, which the new maps carve up.

In response to the legislation, Tennessee State Representative Justin Jones, a Democrat from Nashville, burned a paper Confederate flag in the hallway of the state capitol on May 7, 2026. A video shared on social media showed Jones setting the flag on fire as protesters cheered.

Tennessee is not the only state facing these developments. South Carolina has also entered a redistricting battle following the Supreme Court’s ruling on the Voting Rights Act.
