U.S. Stands Firm Against Russia’s Violation of Helsinki Principles in Ukraine Conflict

U.S. Commitment to the Helsinki Final Act

The U.S. fully supports the Helsinki Final Act, established in 1975, which transformed European politics by setting ten guiding principles for security. These principles promote respect for sovereignty, territorial integrity, and peaceful dispute resolution.

Currently, Russia is violating all ten principles of the Helsinki Final Act. The aggression in Ukraine starkly illustrates this. President Putin demands that Ukraine give up its sovereignty and identity, while increasing military involvement in the conflict. This behavior contradicts rules designed to ensure peace.

Lack of Respect for Sovereignty

Russia’s disregard for sovereignty extends beyond Ukraine. The country has occupied territories in Moldova and Georgia without consent. Furthermore, reports indicate Russia has not honored commitments from the 1999 Istanbul Summit to withdraw its forces from these nations.

Human Rights Violations

Reports also show Russia’s internal repression of human rights correlates with its aggressive actions abroad. Six reports have confirmed Russia’s failure to meet its human rights obligations under the Helsinki principles.

Call to Action

The United States urges all participating states to reaffirm their commitment to the Helsinki principles. For true security, Russia must end its aggression against Ukraine, cease its occupation of Georgian territory, and withdraw its forces from all nations without permission.
