As the war in Sudan approaches its fourth year, international mediators and United Nations officials are pressing for a structured humanitarian truce to protect civilians and secure vital aid access, according to statements delivered during recent international diplomatic sessions.

According to the United Nations Office for the Coordination of Humanitarian Affairs, the crisis in Sudan has endured for more than 1,000 days of conflict, famine, and displacement. During a funding event in Washington, DC on Feb. 3, 2026, UN Under-Secretary-General and Emergency Relief Coordinator Tom Fletcher stated that the international community must work collectively to reach over 14 million people across Sudan with life-saving support, including food, medicine, and the protection of vulnerable populations.

The Quad Framework and Berlin Talks

Diplomatic efforts to halt hostilities have focused heavily on the Quad, a mediator group comprised of the United States, Egypt, Saudi Arabia, and the United Arab Emirates. According to UN and international conference reports, the Quad’s roadmap to peace centers on establishing a humanitarian truce and demilitarizing key areas to allow the safe delivery of aid.

At an international conference held in Berlin in April 2026, co-hosts including Germany, France, the United Kingdom, the United States, the African Union, and the European Union urged joint action to end the war. While the conference final statement acknowledged the Quad’s ceasefire efforts, it emphasized that humanitarian access must remain a protected principle while a time-bound and monitored truce is pursued to bridge humanitarian needs with a political track.

Civil Society and Grassroots Mobilization

Unlike previous diplomatic convenings held in Paris in 2025 and London in 2024, the Berlin conference integrated members of Sudanese civil society throughout the formal sessions and preparatory meetings, according to event organizers. Groups such as the Democratic Civil Society Platform, the Sudan Civic Convergence Tracks, and the Sudanese Women’s Groups and Leaders have mobilized to advocate for civilian protection and an end to the fighting.

The Democratic Civil Society Platform has advanced policy-oriented initiatives under the Life First campaign, which calls for restoring essential services, safeguarding local economies, and establishing a credible humanitarian truce anchored by meaningful civilian participation. Organizers noted that these grassroots efforts seek to address disruptions in education and daily survival for hundreds of thousands of students and residents, particularly in regions such as Darfur and Kordofan.

Funding Targets and Operational Hurdles

The United Nations has set a target date of early Ramadan to achieve visible progress on the humanitarian response plan and obstacle removal, working alongside U.S. Senior Advisor Massad Boulos and international partners. Relief officials stress that funding alone remains insufficient without key enablers such as secure air assets, medical support for aid teams, and active mediation to underpin humanitarian access across the country.
