The British Foreign, Commonwealth and Development Office (FCDO), the government body responsible for diplomatic relations and consular services, has issued a warning to travelers in Japan following increased reports of drink spiking and credit card fraud
in the country’s nightlife districts.
According to the FCDO, victims of these scams have described a pattern in which they are lured into bars or nightclubs, subsequently lose consciousness or memory and later discover that significant sums of money have been withdrawn or charged to their accounts.
The financial impact on affected tourists has been substantial, with the FCDO noting that victims found charges on their credit cards ranging from hundreds to tens of thousands of pounds
.
Modus Operandi
The warning indicates that many victims were first approached in English by street touts, who are known in Japan as kyakuhiki
. These individuals encourage tourists to enter specific bars or nightclubs.

To prevent such incidents, the FCDO explicitly advised travelers: Do not follow street touts into bars
.
High-Risk Areas
Japanese police have identified several entertainment districts in Tokyo as particularly high-risk areas. These include:
- Kabukicho
- Roppongi
- Shibuya
- Ikebukuro
While these Tokyo districts have been specifically highlighted, the FCDO warned that the risks associated with these activities are higher in nightlife districts across Japan in general.
