Ukrainian forces are operating in western Libya under a covert deal endorsed by Western powers, utilizing the North African country as a base to conduct strikes against Russian interests in the Mediterranean Sea, according to two Libyan officials.
The military presence is primarily composed of drone experts. These operatives are based mainly at an air base in the coastal city of Misrata, though officials stated they also utilize other military facilities in the capital, Tripoli, and the coastal town of Zawiya.
This operational footprint allowed Ukrainian forces to launch a sea drone attack in March 2026 that targeted a Russian-flagged liquefied natural gas (LNG) tanker. One official specified that the strike, which occurred on March 3, was launched from a military facility located in Tripoli.
The Attack on the Arctic Metagaz
The target of the operation was the Arctic Metagaz, a vessel carrying 61,000 tons of liquefied natural gas. The tanker was badly damaged in the suspected sea drone attack near Maltese waters in early March 2026.
Following the strike, the vessel drifted out of control off the coast of Libya. The Libyan Maritime Authority reported that all 30 crew members were rescued and transferred to another vessel bound for the Libyan city of Benghazi.
The Arctic Metagaz is identified as part of Russia’s shadow fleet. This fleet is used to transport oil and gas in violation of international sanctions imposed following Moscow’s invasion of Ukraine, which has lasted more than four years.
While the United States recently issued a temporary waiver on some of these sanctions to ease supply shortages during the Iran war, Ukraine maintains that the revenue generated from these oil exports helps fund the Russian invasion.
Strategic Shift in Drone Warfare
Russia has attributed the attack on the tanker to Ukrainian sea drones. The operation represents an expansion of Ukraine’s drone warfare capabilities, moving beyond the Black Sea to adapt its military strategy to new theaters of operation.

Ukraine’s Security Service has previously demonstrated “Sea Baby” naval drones, which have been used to hit Russian ships in the Black Sea. The deployment of these capabilities in the Mediterranean indicates a broader geographic scope for Ukrainian maritime strikes.
Beyond the Mediterranean, President Zelenskyy has stated that Ukrainian forces have also shot down Shahed drones in Middle Eastern countries during the Iran war.
Environmental and Security Risks
The damage to the Arctic Metagaz has raised significant concerns regarding the stability of the vessel. Reports indicate the ship suffered a large hole at the waterline, leaving it drifting and out of control in the Mediterranean.
Investigations have suggested that the drifting gas carrier could potentially explode, which would pose a threat of an environmental disaster in the region.
