Ukrenergo‘s Assessment of the Situation
Ukrenergo directly attributed the outages to damage sustained by energy infrastructure as an inevitable result of Russian attacks. The company is working to restore power, but the extent of the damage and ongoing security concerns are complicating efforts.
According to Ukrenergo’s statement, the attacks caused “significant damage” to the power grid, necessitating emergency shutdowns to protect equipment.
Impact on Regional Populations
The power outages impacted the vast majority of consumers in both Dnipropetrovsk and Zaporizhzhya. With temperatures falling below freezing, the lack of electricity raised concerns about heating and access to essential services. Local authorities in both regions activated emergency response plans to provide assistance to vulnerable populations.
As of January 4, 2024, approximately 700,000 consumers in the Zaporizhzhya region remained without power, according to Reuters reporting on statements from Ukrainian officials. Dnipropetrovsk Oblast also reported widespread outages affecting a significant portion of its population.

Russia has repeatedly targeted Ukraine’s energy infrastructure throughout the conflict, particularly during the winter months.these attacks aim to disrupt Ukraine’s ability to provide essential services to its citizens and to weaken its war effort.
As the beginning of the full-scale invasion in February 2022,Russia has launched numerous missile and drone strikes against Ukrainian energy facilities. The council on Foreign Relations’ Global Conflict Tracker details the ongoing attacks and their impact on Ukraine’s infrastructure.
Ukrainian Government Response
