The United States is advocating for the European Union to take the lead in utilizing approximately $140 billion in immobilized Russian assets to aid Ukraine, according to Matthew Whitaker, the U.S. Permanent Representative to NATO. Whitaker stated in an interview with Bloomberg TV on October 29, 2024, that these funds could be allocated to support Ukraine’s defense efforts, economic stability, and other critical needs. He expressed encouragement for the EU to act, noting disappointment that a resolution wasn’t reached at a recent meeting but anticipating a new chance within a month.

Whitaker acknowledged the concerns voiced by European nations regarding the seizure of Russian assets, but expressed confidence that these issues are resolvable. He suggested that leveraging these funds could create a significant opportunity to bring Russia back to the negotiating table and potentially resolve the ongoing conflict.

While the U.S. administration has indicated it will not provide Ukraine with long-range missile systems like the Tomahawk, Whitaker emphasized that other nations are contributing such weaponry. Importantly, he highlighted Ukraine’s growing capacity for indigenous arms development, citing the production of long-range drones and Flamingo missiles as evidence of this increasing self-reliance on the battlefield.
