What Happened at the Paris Summit?
A new summit, dubbed the “volunteer coalition,” gathered in Paris on Thursday, September 4th, bringing together around thirty states aligned with Ukraine. The coalition consists primarily of European countries, but also includes Canada, Australia, and Japan.
According to french President Emmanuel Macron, 26 of these countries have committed to participating in a “reinsurance force” as part of a future Russian-Ukrainian ceasefire.Though, the specifics of this military commitment remain to be defined.
Ukrainian President Volodymyr Zelensky, present at the meeting in Paris, hailed the progress as “concrete” and “serious,” expressing optimism about securing security guarantees for Ukraine in the event of a peace agreement.
Macron announced that the “reinsurance force” could involve deployments of troops stationed in Ukraine, as well as a presence “on the ground, in the sea, or in the air.”
The Deployment of Troops Divides Allies
The exact form of this force remains unclear. While Macron assured that contributions had been formalized “very precisely,” no specific details have been publicly revealed.
The potential deployment of soldiers in Ukraine is a contentious issue among European nations. France, the United Kingdom, and Belgium have not ruled out this option, citing the need to deter any renewed Russian aggression.
However, other countries, such as italy (which recently reiterated its opposition) and Germany, are hesitant about deploying troops. Germany, for example, has emphasized the importance of avoiding direct military confrontation with Russia. Further details on Germany’s position can be found here.
Differing Perspectives on Troop Deployment
The disagreement stems from varying risk assessments and strategic priorities. Proponents of troop deployment argue that a visible military presence is crucial to deter Russia and provide Ukraine with a credible security backstop. Opponents express concerns about escalating the conflict and perhaps drawing NATO into a direct confrontation with Russia.
