These discussions occur as Russia continues its attacks on Ukrainian infrastructure, leaving thousands without power during extreme winter weather and claiming gains in the Donetsk and zaporizhzhia regions.

The Ukrainian delegation, led by Kyrylo Budanov, President Volodymyr Zelensky’s chief of staff, aims to secure clarity on post-war security guarantees from the United States. Reuters reported that the team, which includes security chief Rustem Umerov and negotiator David Arakhamia, will discuss the details of a potential peace agreement with American partners. Zelensky has expressed hope to sign the agreement at the World Economic Forum in Davos next week.
However, sticking points remain, notably regarding the specifics of these security guarantees, which Kyiv views as crucial to deter future Russian aggression. The talks follow expressions of frustration from both sides regarding the ongoing conflict, described as the worst in Europe as World War II.
Russian Response to Potential Troop Deployments
The United Kingdom and France have signed a declaration of intent to deploy troops to Ukraine in the event of a ceasefire, but Russia has vehemently rejected this plan. The Guardian reports that Moscow considers any foreign forces deployed to Ukraine to be “legitimate targets.”
Ukrainian Infrastructure Under Attack
Ukraine is currently facing a severe energy crisis due to sustained Russian attacks. On Saturday, Kyiv authorities reported that 56,000 families in the Bucha area were without power following overnight strikes. NBC News detailed the impact of these attacks, noting that schools in kyiv will remain closed until February due to health concerns. Ukraine’s energy ministry has declared a state of emergency in the energy sector due to the “constant massive attacks by the Russian Federation.”
Temperatures in Kyiv and surrounding regions have dropped as low as -19C (approximately -2F), exacerbating the hardship for those without heating.
Territorial Control
Russia continues to occupy significant portions of southern and eastern Ukraine. On saturday,Russian forces claimed to have captured two more villages in the Donetsk and Zaporizhzhia regions,according to Radio Free Europe/Radio Liberty. These territorial gains underscore the ongoing challenges in achieving a lasting peace agreement.
