Ukraine and Germany have agreed on a strategic defence partnership focused on drone production and air defence systems, following talks between Ukrainian President Volodymyr Zelenskyy and German Chancellor Friedrich Merz in Berlin on April 14, 2026.
The two leaders announced plans for joint production of advanced drones, missiles, software and modern defence systems during a press conference at the German-Ukrainian government consultations. Zelenskyy said the proposed bilateral drone deal could become one of the largest of its kind, emphasizing Ukraine’s battlefield expertise in drone warfare.
Germany committed to supporting Ukraine’s drone industry and establishing drone co-production ventures, while also agreeing to fund contracts for several hundred Patriot missiles from Raytheon and Iris‑T air defence launchers from Diehl. Ukrainian Defence Minister Mykhailo Fedorov confirmed the package was worth four billion euros ($4.7 billion), calling it “a massive boost for our air defence… to protect our cities and critical infrastructure.”
Merz stated that Germany’s commitment to supporting Kyiv’s war effort is “a very clear signal” to Russia, adding, “We will not waver in our efforts to defend Ukraine.” He noted that the partnership benefits both countries, citing Ukraine’s battlefield-tested expertise as valuable for European security.
The agreement comes as Ukraine enters its fifth year of defending against Russia’s all-out invasion, with Russian forces occupying about 20% of Ukrainian territory. Germany has become Ukraine’s biggest military backer as the United States under President Donald Trump has scaled back support.
Zelenskyy led a government delegation to Berlin for the talks, where they met with Merz and key ministers to discuss strengthening cooperation in the air defence field. The leaders emphasized that the partnership aims to scale up Ukraine’s defence capabilities using battlefield-tested technology and joint production efforts.
