MOSCOW — Ukraine launched one of its most devastating drone strikes on Russia’s capital in recent memory on Saturday, killing at least three people near Moscow and a fourth in the bordering Belgorod region, as Kyiv escalated its long-range campaign deep into Russian territory. The attacks, which followed a brief cease-fire and came amid a surge in cross-border strikes, mark a significant shift in the five-year-old war, bringing the conflict closer to Russian civilians for the first time in years.

The strikes underscored Ukraine’s growing ability to penetrate Moscow’s air defenses, which have long shielded the capital from direct attacks. Ukrainian President Volodymyr Zelensky hailed the operation as a turning point, posting on the social media platform X that “our long-range capabilities are significantly changing the situation—and, more broadly, the world’s perception of Russia’s war.” He shared footage of black smoke rising over Moscow, declaring that Ukrainian forces had struck targets more than 500 kilometers from the border, despite what he described as the “highest” concentration of Russian air defense around the capital.

Russian authorities confirmed the attacks, with Moscow Mayor Sergei Sobyanin reporting that more than 120 drones were intercepted near the capital, injuring 12 people and causing damage to residential buildings and infrastructure, including a major oil refinery. Three fatalities occurred in the Moscow region, including a woman whose home was struck in Khimki, northwest of the capital, and two others in the village of Pogorelki. A fourth person died in Belgorod, which borders northeastern Ukraine.

Russia’s Defense Ministry claimed its air defense systems intercepted and destroyed 1,000 Ukrainian drones across more than a dozen regions over 24 hours, though the scale of the Moscow strikes suggested Kyiv’s precision attacks were overwhelming local defenses. Debris from downed drones also fell near Sheremetyevo International Airport, Russia’s busiest, though officials said no damage was reported.

Escalation in a Prolonged Conflict

The strikes follow a pattern of escalating cross-border attacks by both sides. Ukrainian officials framed the operation as retaliation for Russian strikes on Kyiv earlier in the week, which killed 24 people and wounded dozens, following the collapse of a brief cease-fire. Zelensky described the Moscow attacks as a direct message to Russia: “Their state must end its war.”

Ukraine’s long-range drone campaign has increasingly targeted Russian military and energy infrastructure, disrupting Moscow’s war financing and export economy. In recent months, Ukrainian drones have struck oil refineries and energy facilities, causing large fires and operational disruptions. While Kyiv has denied deliberately targeting civilians, Russian officials condemned the strikes as “mass terrorist attacks,” with Foreign Ministry spokesperson Maria Zakharova accusing Ukraine of violating international law.

Russia has not been idle in response. Ukrainian authorities reported that Russian drone strikes overnight into Sunday wounded eight people in the Dnipropetrovsk region, including in the cities of Dnipro and Kryvyi Rih, with residential buildings damaged. Earlier in the week, Russian strikes in Ukraine’s Kherson and Zaporizhzhia regions killed two people and injured at least 23.

A War Closer to Home

For much of the war, Moscow has remained largely insulated from the daily destruction experienced in Ukrainian cities. The recent drone strikes, however, have forced Russian civilians to confront the realities of a conflict that has raged for nearly five years. The attacks on Moscow and Belgorod—both far from the front lines—highlight Kyiv’s determination to raise the cost of Russia’s invasion by targeting critical infrastructure and military logistics.

Analysts note that Ukraine’s long-range drone capabilities, developed with support from Western allies, have evolved significantly since the war began. These one-way attack drones, capable of striking deep into Russian-held territory, have forced Moscow to divert resources from the battlefield to air defense. Zelensky’s comments suggest that Kyiv sees these strikes as both a military and psychological strategy, aiming to weaken Russian morale and international support for the invasion.

Global Ramifications

The escalation comes as the war’s dynamics shift, with Ukraine increasingly relying on asymmetric tactics to counter Russia’s numerical superiority. The ability to strike Moscow—long considered a red line—could embolden Kyiv to expand its operations further, potentially targeting other high-value assets in Russia. Meanwhile, the attacks may also pressure Western allies to reconsider their support for Ukraine, particularly if Moscow escalates its response.

Russia’s Foreign Ministry has condemned the strikes as unlawful, but international law experts note that the use of drones in warfare is increasingly contentious, with debates over proportionality and civilian protection. The strikes also raise questions about the sustainability of Russia’s invasion, as Kyiv’s ability to disrupt its economy and military supply chains grows.

As the war enters its fifth year, the latest drone attacks serve as a stark reminder that the conflict is far from over—and that its consequences are no longer confined to the battlefield.
