UK’s AIRA: Can It Match DARPA’s Success Amid Funding Scrutiny?

The UK’s Advanced Research and Invention Agency (ARIA) aims to replicate the success of the US’s DARPA. Announced in 2021 and established in January 2023, ARIA received £800 million ($1 billion) in initial funding. This funding is expected to last until the end of the 2025/26 financial year. Upcoming decisions by the Labour government will influence future funding during the multi-year spending review in spring 2024.

Lord Drayson, a member of the Lords Science and Technology Committee, expressed support for ARIA but raised concerns about its future funding path. The support across political lines is crucial, as the Labour government’s commitment is still in question.

Matt Clifford, ARIA chair, emphasized the importance of the upcoming spending review. He noted that the Labour science minister, Patrick Vallance, was one of ARIA’s founding board members. However, financial constraints are pressing, as recent budget discussions have included tax increases and potential spending cuts.

Clifford clarified that ARIA must demonstrate value for the public funds it uses. He highlighted the different metrics for success in high-risk research, stressing that failure is inherent in such endeavors. Establishing clear definitions of success and failure is vital for how ARIA will be evaluated moving forward.

ARIA CEO Ilan Gur shared ambitious projects. One aims to develop a biology platform utilizing the UK’s advanced synthetic biology sector. Another project targets neurological disorders with a technology designed to interact with neural circuits.

ARIA is linked to Dominic Cummings, the adviser to former Prime Minister Boris Johnson. Reports suggest he influenced its creation following Brexit.

The inquiry into ARIA’s funding is not new. Sir John Kingman previously noted potential cuts or delays in the agency’s funding prior to its launch. He pointed out that despite being a significant initiative, ARIA had not yet shown substantial progress within a few years of its announcement.
