UN Human Rights Experts Resign, Paving Way for New Commission Members

Three prominent experts on the UN Human Rights Council’s autonomous international commission of inquiry into violations of international law in Israel and the occupied Palestinian territories have submitted their resignations. The departures, announced separately on July 8, 9, and 10, signal a significant shift for the body tasked with investigating alleged wrongdoings in the region.
Resignations submitted to Council Chairman
The resigning experts formally communicated their decisions to the chairman of the Human Rights council, Swiss ambassador Jürg Lauber. A spokesperson for the council, pascal Sim, confirmed that the Chairman had appealed to delegations to put forward nominations for new experts, with a deadline set for August 31. The aim is to appoint new members by early November, following the presentation of the current commission’s final report at the upcoming UN General Assembly in New York.
Reasons for Departure
One of the departing experts, Mrs. Pillay, cited her age, medical issues, and the burden of other commitments as reasons for her withdrawal. In her letter dated July 8,she stated,”I regret to announce that because of my age,medical problems and the weight of several other commitments,I feel forced to withdraw as a member of the Commission.” Her resignation is set to take effect on November 3.
Chris Sidoti, who submitted his letter on July 9, remarked that the president’s withdrawal presented a ”timely moment to reconstruct the commission.” the third expert, Mr. Kothari, sent his resignation on july 10.
Commission’s Mandate and Previous Findings
Established by the UN Human Rights Council in May 2021, this independent international commission of inquiry was mandated to investigate violations of international law in israel and the occupied Palestinian territories. The commission has previously accused israel of “war crimes” and “crime against humanity” as the commencement of the war in the Gaza Strip,which was initiated by the Hamas attack on October 7,2023. Furthermore, the experts have also accused Hamas and other Palestinian armed groups of war crimes and “crimes against humanity” concerning the hostages taken during the conflict.
Israel has consistently viewed the commission as “an intrinsically biased and politicized mechanism of the Human Rights Council.” The upcoming appointments will shape the future direction and findings of this critical investigative body.
