University Hospital Waterford Faces Staffing Shortages Despite Positive HIQA Review
Table of Contents
University Hospital Waterford (UHW) continues to navigate staffing challenges despite receiving a largely positive assessment from the Health Details and Quality Authority (HIQA). The hospital experienced shortfalls in both nursing and junior doctor (NCDH) staffing levels in 2024, contributing to nearly 5,500 cancelled appointments.
Specialty services and Staffing Levels
UHW provides a range of specialty services including Cardiology, Neurology, Radiology, Vascular Surgery, and Trauma Orthopaedics. However, the hospital reported a shortfall of 1-12% in Non-Consultant Hospital Doctors (NCDHs), placing it among five acute healthcare services nationwide facing similar issues. A 2.5% shortfall in nursing staff was also reported, mirroring a broader trend, as half of all healthcare services across ireland experienced nursing shortages in 2024.
HIQA Compliance and Patient Feedback
Despite the staffing difficulties, HIQA found UHW to be “compliant” or “substantially compliant” across all assessed standards. These standards evaluated both the hospital’s managerial governance and the quality and safety of patient care. HIQA Director of healthcare Regulation, sean Egan, highlighted positive patient feedback, stating that inspectors “have spoken to many patients who have praised the healthcare staff who have cared for them” and regularly observe “excellent practice from committed staff working in a challenging environment.”
Impact of Shortages and Appointment Cancellations
the staffing shortfalls are directly impacting both patients and healthcare workers, a situation Egan emphasized will become more critical during the winter months. In 2024 alone, UHW was forced to cancel nearly 5,500 appointments. This disruption in care underscores the urgent need to address resourcing and capacity issues within acute hospitals.
Further challenges are emerging at UHW, including the cessation of autopsies in the new year. This change could lead to significant delays for families awaiting funeral arrangements.Waterford News reports that the suspension of autopsy services will likely result in longer wait times for grieving families.
Looking Ahead: Addressing Systemic Issues
Egan stressed the need for “tangible improvements” in healthcare services, especially regarding resourcing and capacity. The situation at UHW reflects a broader systemic challenge within the Irish healthcare system, requiring sustained investment and strategic planning to ensure adequate staffing levels and timely patient care. The upcoming winter months are expected to exacerbate these pressures, making proactive solutions even more critical.
