Animal Donation Submits Request for Legal Reform to Eliminate Killing of Dogs and Cats
Animal Donation, a public interest incorporated association, has submitted a request for legal reform to Mizuho Fukushima, secretary general of the Parliamentary League for Animal Welfare, aiming to eliminate the killing of dogs and cats. The request, which includes 5,612 signatures collected through Animal Welfare Goals (AWGs), was submitted on September 17th.
Background of the Request: Anidone’s AWGs Activities and Supportive Actions from Many People
Anidone has been promoting AWGs since 2022, a problem-raising and action site that has uniquely set 13 goals and 31 themes, considering the Sustainable Development Goals (SDGs) from an animal’s perspective. With the slogan ”Let’s work together to change the world in which dogs and cats live,” AWGs has already gathered over 12,000 actions.
Among them, this time, the theme within “Goal 4 ‘Always with you'” is “We want to save dogs that are kept on leashes, and regulations on keeping them outside.” Anidone has been researching and considering legal developments and their thinking not only in Japan but also in other countries.
Summary of the Request Form
Respecting dogs as sensitive creatures, Anidone has submitted a request to the Fukushima Assemblyman for consideration of introducing “numerical standards for dogs kept outside (lead-on standards)” under the Animal Welfare and Management Act. The request form includes the following specific criteria, while referring to overseas cases:
- Time for outside pets: Leave it connected for no more than 6 hours during the day. Do not allow pets outside at night.
- Weather standards that prohibit outdoor breeding: When a weather advisory or warning is issued, extreme heat (above 30 degrees), extreme cold (below 0 degrees, wind, rain, snow, or hail). Even if the above does not apply, judge according to the breed, habits, etc.
