Unlocking Food Security: Insights on Agricultural Innovation and Governance from Asia’s Experts

Countries in Asia, especially the Philippines, face rising rice prices and challenges in providing affordable, nutritious food. To address this, experts met to discuss agricultural advancements that use technology, governance, and sustainable practices to improve productivity and resilience.

The discussion took place at an agricultural conference organized by the Philippine Institute for Development Studies (PIDS) in collaboration with the Asian Development Bank (ADB), SEARCA, and the UNDP. The theme was “Agricultural Development for Food Security: Addressing Challenges to Technological Transformation, Sustainability, and Good Governance.” Attendees focused on how innovation and good governance can shape a sustainable agricultural future.

Professor Keijiro Otsuka from Kobe University presented an analysis on rice cultivation in Sub-Saharan Africa. His research highlighted how the Green Revolution, which improved rice cultivation, mainly benefited irrigated regions. Marginalized areas with less favorable conditions did not receive the same advantages. Otsuka noted that labor migration to productive areas helped improve wages for disadvantaged communities.

He also pointed out the difficulties in applying successful rice technologies from Asia to less established regions in Sub-Saharan Africa. Organizations like the Japan International Cooperation Agency and the Coalition for African Rice Development have worked since the early 2000s to boost rice production there. Otsuka’s findings suggest that rice training programs significantly improve yields. He called for educational initiatives similar to the International Rice Research Institute’s efforts in Asia to foster sustainable agricultural growth in Africa.

In another session, Jikun Huang, Director of the China Center for Agricultural Policy, shared insights into China’s agricultural changes over the past four decades. Huang highlighted how China balanced rapid growth with sustainability, offering lessons for the Philippines and other Asian countries. His analysis showed the importance of government intervention in addressing rural-urban income gaps, food security, and environmental issues.

Huang presented government strategies that included investments in biotechnology and sustainable farming practices. He emphasized that while the pace of transformation varies across Asian countries, all are moving toward improved agriculture. His research underlined the importance of institutional investment for inclusive change in agriculture.

Both Otsuka and Huang honored the contributions of Dr. Christina David, a former PIDS Senior Research Fellow who advanced agricultural development and policy. The conference concluded with sessions on topics including agricultural transformation, sustainability, and governance. (PIDS)
