Unveiling the Future: Key Highlights from the Council of Ministers’ Latest Meeting – October 30, 2024

The Council of Ministers met on Wednesday, October 30, 2024, under the chairmanship of Mr. Patrice TALON, President of the Republic, Head of State, Head of Government.

The following decisions were taken:

I- NORMATIVE MEASURES.

Creation of the National Center for Biological Products for Veterinary Use.

The comment made is that the main diseases that farm animals are subject to have a real economic impact on production and limit their development.

In order to get rid of this limitation and ultimately contribute to the increase in livestock numbers, productivity and competitiveness of the animal sectors, emphasis must be placed on medical prophylaxis which includes preventive care. It assumes that the quantity, quality and real-time availability of vaccines is available on a national scale.

Also, considering the current issues, it is appropriate that the dedicated center established in the Ministry of Agriculture, Livestock and Fisheries, is restructured to create more impact for the benefit of the agriculture sub-sector.

That is why the Council decided to establish it as a public organization whose laws, at the same time, are approved. He will be responsible in particular for:

– ensuring the permanent availability, quality and distribution of biological products for veterinary use throughout the territory;

– increasing animal disease control capabilities through veterinary laboratories;

– manufacture of quality veterinary vaccines on site.

The ministers concerned will take the necessary measures to make it operational.

As other normative measures, the decrees establishing and approving the statutes were adopted:

II- COMMUNICATION.

II- 1. Compensation for people affected by the construction project of the Cultural and Creative Area of ​​Cotonou, its logistics base and other related buildings.

Some infrastructures affected by the project are located in the specific area and are owned by individuals.

A real estate assessment was therefore carried out in order to pay compensation to the people affected after deducting the rents owed by each of them under the long leases binding them to the State.

II-2. Contracting for the operational management of health insurance for the Strengthening Insurance for Human Capital project.

With the aim of significantly reducing gender inequalities and poor people’s poor access to social protection, the Government has chosen to use compulsory health insurance for all residents of the national territory, by implementing the Insurance for Strengthening People project. Capital.

To this end, the National Social Protection Agency has agreed to implement it using the make-do method.

The diligence carried out for this purpose made it possible to keep an experienced structure, tested on the continent, offering a complete functional scope that includes management of membership and claims, issuing invoices; all while taking into account the specific needs of the Agency, the level of connectivity of Beninese health facilities and committing to a complete digitalization of the process of handling disasters he said.

The Council agreed to sign a contract with this structure which must, within 6 months, establish and launch its activities.

II-3. Technical inspection mission as part of the Sèmè City construction project in the company of Ouidah (phase 1).

As a reminder, the aim of this project is to promote the development of an economy of knowledge and innovation, a provider of jobs and wealth, offering a favorable and attractive framework for many types of partners. These include schools and universities, laboratories and research centres, innovative business incubators; as well as communities of Beninese and foreign students, researchers, teachers, professionals, entrepreneurs and investors.

In view of the construction work about to start, it is strongly recommended to use a technical inspection office from the detailed preliminary design stage to ensure compliance with building standards and personal safety in buildings that receive the public.

To this end, the Council authorized the contracting with a specialist company whose mission will mainly relate to aspects of personal safety, the soundness of structures, accessibility for disabled people, the operation of installations, checking sound insulation requirements in other buildings of residence. Consideration is also given to verifying electrical installations before switching them on, thermal insulation and energy savings in buildings, the environment, hygiene and health.
