Milan, Italy – A sweeping investigation into MilanS urban planning sector has led to the house arrest of Giuseppe Marinoni, former president of the Municipal Landscape Commission, and Federico Pella, a former manager at the engineering and design company J+S. The arrests stem from allegations of corruption and manipulation within the system,especially concerning the regeneration of peripheral access areas in the city.
Allegations of Bribery and Influence Peddling
At the heart of the scandal is the alleged forfeiture of a significant portion of J+S’s orders by Marinoni, who is accused of steering 70-80% of the company’s contracts towards them. While J+S reportedly expressed satisfaction with the remaining 20-30%, the investigation suggests this arrangement was facilitated by illicit compensation, described as “bribes-porcels.”
Federico Pella, in his capacity as a former manager at J+S, is implicated in facilitating these deals. According to the investigation, Pella had hired Marinoni, who allegedly leveraged his connections with investors and political figures, including former councilor Giancarlo Tancredi, also under house arrest, to secure these contracts. Marinoni’s role as President of the Landscape Commission was allegedly exploited to advance the commercial interests of his partners.
The investigating judge, Mattia Fiorentini, has refuted Pella’s defence, particularly a message sent to Marinoni on december 28, 2021, shortly after Marinoni’s appointment.Pella had writen, “What to say, Wow!! I think we will feel soon,” which the judge deemed more than a simple congratulatory message. The judge highlighted that Pella was the first to be notified when Marinoni’s study received official patronage from the Municipality for its work on metropolitan nodes and access points.
The investigation, led by prosecutors Petruzzella, filippini, Clerici, and Tiziana Sicilano, with the economic financial police nucleus of the GDF, has uncovered a “system” designed to justify interventions with “public interest.” According to the ordinance, Marinoni and Tancredi allegedly colluded to incorporate a “dusting” of social construction into project proposals as a means to legitimize public interest in public-private partnerships, specifically concerning the regeneration of Milan’s peripheral access areas.
Manipulated Minutes and Obscure Decision-Making
Further complicating matters,the minutes of the Landscape Commission’s meetings,which were crucial for approving or rejecting projects,are alleged to have been deliberately formulated in an “involved and dark way.” This obfuscation required an “authentic interpretation” by commissioners who had participated in the decisions, suggesting a purposeful effort to conceal the true nature of the proceedings and the motivations behind them.
the judge’s findings indicate that this intricate system was designed to facilitate “strategies,” investments, and earnings for those involved, including Marinoni and Pella, across various real estate operations. The core tactic, as identified by the prosecution and the investigating judge, was the consistent justification of interventions through the guise of public interest.
The investigation continues to unravel the extent of this alleged corruption, with the arrests marking a significant step in holding those responsible accountable for undermining public trust and manipulating urban development processes for personal gain.
