Trump Administration foreign Aid⁢ Cuts Put ‍Lives at Risk, Amnesty Warns

Updated may 29, 2025

Sweeping cuts to U.S. foreign aid by the Trump administration are endangering millions ⁣worldwide, Amnesty International reported. the institution’s briefing, “Lives at Risk,” details ⁤how the ⁣abrupt suspension of aid has halted critical programs ‍providing essential⁢ health care, food⁢ security, and humanitarian support.

The cuts follow ⁣President Donald Trump’s executive ⁣order in January 2025, which called for reevaluating and realigning U.S. foreign ⁣assistance. Secretary of State Marco‍ Rubio testified before ⁣Congress on‌ May 21 and 22, offering what Amnesty described as‍ inadequate responses⁣ regarding the human ⁤rights impact. Rubio asserted that no deaths resulted from the cuts, a claim Amnesty disputes.

“This abrupt decision and chaotic implementation⁢ by the Trump administration is reckless and profoundly damaging,” said Amanda Klasing, national director⁤ of government relations and⁣ advocacy⁣ with‌ Amnesty International USA.She added that⁤ the cuts violate international human rights law and ⁤undermine decades ⁤of U.S. leadership in global⁤ humanitarian ‌efforts.

⁤ this abrupt decision and chaotic implementation ⁣by the⁣ Trump administration is reckless and profoundly‍ damaging (…) the scale and suddenness of ‌these current ⁢cuts ⁢have created a life-threatening vacuum that other governments and aid organizations are not realistically able to fill in the immediate term, violating the rights to life and health, and dignity for millions
Amanda Klasing, National Director of Government Relations and Advocacy with Amnesty ‌International USA

Health care‌ and support for migrants are two areas ⁢significantly affected ⁣by the foreign aid‌ role reduction.

Health Programs Suffer

the U.S. government has historically⁢ been a major funder of global health initiatives. The aid suspension has led to the suspension or ⁢shutdown of vital health services in several⁢ countries:

  • Guatemala: Programs supporting⁤ survivors⁤ of‍ sexual violence and HIV⁣ services disrupted.
  • Haiti: Health and ‍post-rape services, ⁢including for child survivors, lost funding. HIV prevention and treatment access reduced.
  • South Africa: HIV prevention and community outreach programs terminated.
  • Syria: Essential services in the Al-Hol detention camp suspended.
  • Yemen: Lifesaving assistance, including malnutrition treatment, shut ⁢down.
  • South Sudan: Health ‍services, including rehabilitation for ⁤conflict victims, stopped.

Support for Migrants Cut

Shelters and organizations providing essential services⁣ for migrants, refugees, and internally⁣ displaced persons have experienced widespread funding cuts.

  • Afghanistan: Community resource centers shut down, impacting housing, ‍food, and legal assistance.
  • Costa Rica: Organizations assisting asylum seekers are scaling back programs.
  • Haiti–Dominican Republic border: Aid for deported individuals reduced.
  • Mexico: Food programs, ⁤shelter, and legal support suspended.
  • Myanmar and ‌Thailand: Health and humanitarian programs ‌reduced, reportedly resulting in preventable ⁤deaths.

‌ ‍ The right to⁣ seek safety ‍is protected ⁣under international law ⁣which the⁢ United States is bound by. These abrupt cuts in funding put that right at risk by undermining the humanitarian support and infrastructure that enables people ⁢around the world‌ who have‌ been forcibly displaced to access protection, placing already marginalized people in acute danger. We ⁤call on the U.S. government ‍to restore funding instantly
⁢
Amanda Klasing, national⁤ Director of Government Relations and Advocacy with‍ Amnesty International USA

Amnesty International is urging the Trump administration to restore foreign assistance to programs where the cuts have harmed human rights. The organization also calls on Congress to continue robust funding‍ of foreign assistance.

⁤ ⁢ It is indeed a false choice that the U.S. government has ‍to choose between addressing the economic needs of Americans or‌ the rising cost of living here in the U.S. and development ⁤and humanitarian assistance abroad. Foreign assistance represents about one percent of the U.S. budget, ⁣and the U.S. has a global responsibility and interest in providing‍ support to the most marginalized. (…) The U.S. government can – and ‍must – do better.
Amanda Klasing, National Director of Government Relations⁢ and Advocacy with Amnesty International USA

What’s⁢ next

Amnesty International ⁣plans to ‌continue⁣ monitoring the impact⁢ of the foreign aid cuts and advocate‍ for the restoration of funding to critical programs. They will also work with Congress ⁣to ensure that future aid⁣ is‍ administered in accordance ‌with human rights ‌law.
