Sweeping cuts to U.S. foreign aid by the Trump administration are endangering millions worldwide, Amnesty International reported. the institution’s briefing, “Lives at Risk,” details how the abrupt suspension of aid has halted critical programs providing essential health care, food security, and humanitarian support.
The cuts follow President Donald Trump’s executive order in January 2025, which called for reevaluating and realigning U.S. foreign assistance. Secretary of State Marco Rubio testified before Congress on May 21 and 22, offering what Amnesty described as inadequate responses regarding the human rights impact. Rubio asserted that no deaths resulted from the cuts, a claim Amnesty disputes.

Health Programs Suffer
the U.S. government has historically been a major funder of global health initiatives. The aid suspension has led to the suspension or shutdown of vital health services in several countries:
- Guatemala: Programs supporting survivors of sexual violence and HIV services disrupted.
- Haiti: Health and post-rape services, including for child survivors, lost funding. HIV prevention and treatment access reduced.
- South Africa: HIV prevention and community outreach programs terminated.
- Syria: Essential services in the Al-Hol detention camp suspended.
- Yemen: Lifesaving assistance, including malnutrition treatment, shut down.

Amnesty International is urging the Trump administration to restore foreign assistance to programs where the cuts have harmed human rights. The organization also calls on Congress to continue robust funding of foreign assistance.
It is indeed a false choice that the U.S. government has to choose between addressing the economic needs of Americans or the rising cost of living here in the U.S. and development and humanitarian assistance abroad. Foreign assistance represents about one percent of the U.S. budget, and the U.S. has a global responsibility and interest in providing support to the most marginalized. (…) The U.S. government can – and must – do better.
