The U.S. Air Force has initiated market research to identify sources for the remanufacture of a critical defensive electronic warfare component used in the B-2 Spirit stealth bomber fleet. On April 10, 2026, the Defense Logistics Agency (DLA) Aviation in Oklahoma City published a sources sought notice identifying the specific requirement as the B-2 Receiver Countermeasure.

The notice indicates that the remanufacture of this component is part of ongoing efforts to maintain fleet readiness. Interested parties are required to submit their responses to the DLA Aviation notice by April 17, 2026.

Electronic Countermeasure Modernization

This current effort to remanufacture receiver countermeasures follows a significant investment in the B-2’s electronic warfare capabilities. On September 2, 2025, the Department of War granted a $56,406,399 firm-fixed-price, fixed-quantity contract to Lockheed Martin to provide countermeasure receiver upgrades for the B-2 Spirit.

The September 2025 contract was designed to strengthen the bomber’s ability to operate within contested airspace. The upgrades specifically target the aircraft’s electronic countermeasure (ECM) receivers to ensure the fleet can withstand advanced air defense systems developed by near-peer adversaries.

According to reporting from Simple Flying and Aeronautics Magazine, the B-2’s stealth characteristics make it difficult to detect, but they do not provide total immunity from radar. Modern air defense networks have evolved to track stealth aircraft by utilizing new technologies and a broader spectrum of frequencies.

By upgrading the ECM receivers, the U.S. Air Force aims to improve the B-2’s survival capabilities in complex environments where adversaries use sophisticated radar systems to identify low-observable aircraft.

Contract Scope and Timeline

The broader upgrade program awarded to Lockheed Martin is structured as a six-year initiative with no option periods. Work on this program was scheduled to begin at the end of September 2025, with a final performance completion date expected by August 31, 2031.

The technical work for these upgrades is focused at a Lockheed Martin facility located in Owego, New York. The contract is managed by the DLA Aviation in Oklahoma City on behalf of the U.S. Air Force.
