The United States has threatened to reconsider its role in international peacekeeping in Bosnia and Herzegovina following a diplomatic dispute with European allies over the appointment of a new High Representative.

The American embassy in Sarajevo issued the threat after several European states refused to support the candidate preferred by Washington for the top administrative post. The dispute emerged during a meeting in Sarajevo during the week of June 2, 2026, involving the Peace Implementation Council (PIC), a multinational group responsible for overseeing the implementation of the 1995 Dayton peace agreement.

The rift centered on conflicting preferences for the individual who will lead the international community’s administrative efforts in the country. Washington supported the candidacy of Antonio Zanardi Landi, an Italian diplomat.

However, a coalition of European nations, including the United Kingdom, France, and Germany, opposed the American choice. These states, along with most other European members of the PIC, backed René Troccaz, who serves as France’s envoy to the Western Balkans.

The Role of the Peace Implementation Council

The Peace Implementation Council is the body tasked with ensuring the stability of Bosnia and Herzegovina by managing the execution of the 1995 Dayton peace agreement. The High Representative is the primary international official appointed by the PIC to oversee this process.

The current disagreement over the appointment of the High Representative has led to what has been described as a deepening rift between the United States and its European partners regarding the future of the region.

Following the failure to reach a consensus on the candidate, the U.S. Embassy in Sarajevo indicated that Washington may re-evaluate its continued participation in the international peacekeeping framework for Bosnia and Herzegovina.
