US Increases Mauritius Sugar Quota for 2027 Fiscal Year

Mauritius will export up to 13,723 metric tons of sugar to the United States under the World Trade Organization tariff-rate quota for the 2027 fiscal year, according to an announcement from the Office of the United States Trade Representative.

The decision removes any prospect of a reduction in the country’s sugar quota. The USTR announced on September 23, 2026, that Mauritius will receive an additional 813 metric tons from the quota remainder for the 2027 fiscal year, which begins on October 1, 2026.

This new allocation builds on the 12,910 metric tons awarded to Mauritius in July, bringing the total volume to 13,723 metric tons. The figure exceeds the baseline allocation Mauritius received in recent years. The country secured 12,910 metric tons for both the 2023 and 2024 fiscal years, while the quota for the 2026 fiscal year remained at that same level.

The 2027 allocation represents an increase of approximately 6.3 percent over the 12,910-metric-ton level that prevailed previously. For the local sugar industry, the updated quota ensures a maintained level of market access rather than a contraction.

Understanding the U.S. Tariff-Rate Quota System

United States tariff-rate quotas permit specific quantities of foreign goods to enter the domestic market under relatively low customs duties. Imports arriving above the established quota thresholds face significantly higher tariffs. According to the USTR, individual country allocations are established on the basis of historical trade volumes. For the 2027 fiscal year, the total quantity fixed by the United States under its WTO commitments reaches 1 117 195 metric tons raw value. Out of that broader volume, 55 993 metric tons are distributed among multiple producing countries. Other beneficiary countries include the Dominican Republic at 11 931 metric tons, the Philippines at 9 151 metric tons, Australia at 5 626 metric tons, and Guatemala at 3 254 metric tons.

Export Requirements and Schedule

Sugar shipments entering the United States under the tariff-rate quota must be accompanied by certificates of eligibility to verify the origin of the products. Deliveries for the 2027 fiscal year are scheduled to begin on October 1, 2026, and run through September 30, 2027.
