Delegates from the United States, Ukraine, European nations, and NATO met at the Shell Bay Club in Florida for discussions that were originally scheduled to span two days, 24 Канал reported. The Ukrainian delegation included head of the Office of the President Kyrylo Budanov, Foreign Intelligence Service chief Rustem Umerov, Servant of the People faction leader Davyd Arakhamia, and First Deputy Head of the Office of the President Sergiy Kyslytsya. Representing the United States were special presidential envoys Steve Witkoff and Jared Kushner, following instructions received after meeting with President Donald Trump on October 8, NV reported.
Constructive Discussions on Winter Preparation and Security Guarantees
Despite the early termination of the summit, U.S. Special Envoy Steve Witkoff stated that participants engaged in constructive discussions concerning de-escalation and ending the war with Russia before winter, Radio Free Europe/Radio Liberty reported. According to Witkoff, the talks covered short-term winter preparations such as energy resilience and grain exports, alongside long-term security guarantees for Ukraine and Europe to prevent future conflicts.
Additional topics included post-war economic prosperity and Ukraine’s eventual accession to the European Union, RBC-Ukraine reported. The consultations also involved national security advisors from the United Kingdom, France, and Germany, as well as officials from the European Commission and NATO, focusing on ways to break the diplomatic stalemate.
Sanctions Dispute and Diplomatic Friction
The Florida meetings took place against a backdrop of sharp political friction triggered by an announcement from U.S. President Donald Trump, 24 Канал reported. On October 9, Trump declared that he had reached an agreement with Russian leader Vladimir Putin to lift sanctions on Russian diesel fuel, describing their conversation as extremely successful.

Ukrainian President Volodymyr Zelenskyy harshly criticized the move, calling the sanctions relief a birthday gift for Putin that would provide the aggressor state with billions of dollars to continue the war. Zelenskyy asserted that the Ukrainian negotiating team in the United States was merely being used as a smoke screen to cover up these fuel agreements.
Meanwhile, Kremlin aide Yury Ushakov stated that Putin rejected the possibility of peace negotiations during his phone call with Trump, emphasizing that Russia will continue combat operations until it achieves all of its objectives, according to 24 Канал.

Witkoff noted that the exchange of views in Florida successfully identified key directions of work ahead of upcoming contacts between the United States and Russia, Radio Free Europe/Radio Liberty reported. Prior to the summit, the Ukrainian Ministry of Foreign Affairs indicated that Kyiv was reviewing five different formats for a partial or complete truce, which included establishing a Black Sea security block and halting strikes on energy infrastructure, 24 Канал reported.
