Utica Man Charged with Rape: Cesar Mena-Martinez Arrested Following Child Abuse Allegations

Man Charged with Rape in Utica, N.Y.

Cesar Mena-Martinez, a 46-year-old man from Utica, has been charged with rape, according to the Oneida County Sheriff’s Office.

The Utica Police Department received a complaint on November 14, stating that Mena-Martinez allegedly subjected a female child to sexual contact.

The police located and arrested him two days later. He was taken to Oneida County Jail, where he is being held on $20,000 cash bail.

In response to the incident, an order of protection has been issued for the child.
