Overview
Deputies of the Grand Council of Vaud resumed debate on October 31, 2023, following a two-week autumn break, concerning a major reform of the canton’s energy law (LVLEne). The session focused on the first reading of the 80-article law and over 90 proposed amendments from the Environment and Energy Commission (CENEN). Key areas of discussion included nighttime lighting restrictions and subsidies for building energy renovations.
Nighttime Lighting Restrictions
Parliamentarians approved a requirement for businesses (stores, restaurants, bars, etc.) to extinguish illuminated advertising, signs, and window displays between 11:00 PM and 6:00 AM, with exceptions for active business operations. an amendment proposed by PLR representative Grégory Bovay to shorten the extinction period to midnight to 5:00 AM was rejected.
Heritage Building Exemptions
A significant portion of the debate centered on the treatment of heritage buildings and monuments. While the government and the commission initially favored allowing some versatility in nighttime lighting restrictions for these sites, PLR deputy Laurence Cretegny proposed an amendment.
Specifically, the debate revolved around whether Lausanne cathedral and Chillon Castle should be exempt from the lighting restrictions. The final decision allowed these landmarks to remain illuminated throughout the night.
Progress and Remaining Articles
The session covered articles 44 through 68 of the energy law. Discussions are still in the first reading phase, meaning further debate and potential amendments are expected. The law’s 80 articles and numerous amendments require substantial deliberation.
