Victorian Child Abuse Network: 25+ Men Charged | AFP & Police Operation

Melbourne, Australia – A year-long covert operation led jointly by the Australian Federal Police (AFP) and Victoria Police has resulted in the arrest of 26 men and more than 1000 charges related to the sharing of violent child abuse material online. The operation, conducted under the Victoria Joint Anti-Child Exploitation Team (JACET), represents one of the most significant investigations of its kind in Australia, authorities announced March 8, 2026.

The investigation began in late 2023, stemming from intelligence initially shared by Queensland Police Service. Law enforcement infiltrated an online group utilizing an encrypted messaging application to distribute both textual and image-based material depicting child sexual abuse, and to solicit further abuse. The group was subsequently shut down, leading to the arrests of the 26 Victorian-based men.

According to a joint media release, the charges include possession, access, transmission, solicitation, and production of child abuse material. Many of those charged have already been convicted and sentenced to imprisonment, while others await court proceedings. Authorities emphasized that the encryption used by the group did not shield them from detection.

The material shared included images and videos depicting the sexual abuse, torture, and murder of infants and young children, as well as bestiality. No newly generated material involving Australian children was identified during the investigation, officials stated.

This operation follows a separate, earlier investigation, March 1, 2025, under Operation Cumberland, a global effort led by Danish Police and involving Europol and law enforcement agencies from 19 countries. Operation Cumberland resulted in the arrest of two Australian men – one in Queensland and one in New South Wales – as part of a broader crackdown on the production and distribution of child abuse material generated by artificial intelligence (AI).

The Queensland man, aged 31, was charged on February 25, 2025, and granted police bail to appear in court on March 19, 2025. The New South Wales man, aged 38, was charged on February 26, 2025, and appeared in Downing Centre Local Court on February 27, 2025, also receiving bail for a future court date. Authorities have stated that the two men are not believed to know each other.

Operation Cumberland originated with the arrest of a Danish national for allegedly producing AI-generated child abuse material and selling it through a subscription service. Danish law enforcement identified 273 subscribers in 19 countries, prompting alerts to relevant authorities, including the Australian Centre to Counter Child Exploitation (ACCCE).

The ACCCE initiated an investigation into allegations that two Australian men had subscribed to the illegal site. AFP officers in New South Wales and Queensland executed search warrants at the men’s homes in Cairns, Queensland, and Toukley, New South Wales. During these searches, child abuse material was allegedly found on mobile phones and other electronic devices, which are currently undergoing forensic examination.

A separate investigation, detailed by SBS News, highlighted a previous operation, Operation Bakis, initiated in 2022 following information provided by the US Federal Bureau of Investigation (FBI). This operation led to the charging of 19 alleged paedophiles and the rescue of 13 children. Operation Bakis involved the dismantling of a peer-to-peer network used for sharing child abuse material, with members employing encryption to evade detection.

The SBS News report also referenced a fatal shootout in Florida in 2021 involving FBI agents and a suspect, David Lee Huber, during the execution of a search warrant related to child exploitation. The incident resulted in the deaths of Special Agents Daniel Alfin and Laura Schwartzenberger.

The recent joint operation between the AFP and Victoria Police underscores the growing international cooperation in combating online child exploitation. The use of encrypted messaging applications by offenders presents a significant challenge for law enforcement, but authorities are demonstrating increasing capabilities in infiltrating and dismantling these networks. The scale of the charges – exceeding 1000 offences – highlights the severity and widespread nature of the alleged criminal activity.

These investigations come amid increasing concerns about the proliferation of child abuse material online, and the evolving tactics employed by offenders to exploit and endanger children. Law enforcement agencies continue to emphasize the importance of vigilance and public awareness in identifying and reporting suspected cases of child exploitation.
