The issue centers on the mismatch between ad strategies and the evolving behavior of Vietnamese consumers. “Many SMEs treat Google Ads as a quick fix rather than a long-term investment,” Mao said in an interview. “They focus on keywords and bidding without understanding user intent or local market dynamics.” Saltek’s research, which analyzed over thousands of ad campaigns from 2013 to 2026, found that a significant portion of Vietnamese SMEs reported negligible growth in sales or customer acquisition from Google Ads.

Google Ads, part of the broader Google AdWords platform, remains a dominant force in online advertising. However, its effectiveness in Vietnam is complicated by factors such as fragmented internet infrastructure, language-specific search patterns, and competition from localized platforms like Zalo and Facebook. “Google’s algorithm prioritizes global trends, but Vietnamese users often search in ways that don’t align with international benchmarks,” Mao explained.

A 2025 study by the Vietnam Chamber of Commerce and Industry (VCCI) corroborated these findings, noting that a significant portion of SMEs struggled to track ROI from Google Ads due to opaque metrics and high competition for popular keywords. “The cost-per-click (CPC) in Vietnam is higher than the regional average, yet the conversion rates are lower,” said Dr. Nguyen Thi Lan, an economist at the Ho Chi Minh City University of Economics.

Saltek’s analysis also pointed to a lack of digital literacy among SMEs. Many businesses rely on third-party agencies that prioritize volume over quality, leading to “shotgun” approaches that waste budgets on irrelevant audiences. “A campaign might generate a large number of impressions but convert only a few users,” Mao said. “That’s a low conversion rate—far below the global average of 2-3%.”

Google has acknowledged the challenges but emphasized its commitment to local adaptation. A spokesperson for the company stated, “We continuously refine our tools to better serve regional markets. For example, our recent launch of Vietnamese-language ad optimization features aims to improve relevance for local advertisers.” However, SMEs argue that these updates are insufficient.

The situation reflects broader tensions in Vietnam’s digital economy. While the country’s internet penetration reached a significant portion in 2026, many SMEs lack the resources to navigate complex advertising ecosystems. “It’s not just about money,” said Pham Van Tan, a founder of a Hanoi-based e-commerce startup. “It’s about understanding how to use the tools effectively. Google Ads requires a level of expertise that many small businesses don’t have.”

Industry experts suggest that hybrid strategies—combining Google Ads with localized platforms like Zalo and Facebook—may yield better results. A 2026 case study by the Vietnam Institute of Digital Transformation found that businesses using a dual approach saw a significant increase in lead generation compared to those relying solely on Google Ads.

Mao urged SMEs to adopt a more strategic mindset. “Digital advertising isn’t a one-size-fits-all solution,” he said. “It requires research, testing, and continuous optimization. If you’re just throwing money at the problem, you’ll keep losing.”

As Vietnam’s digital landscape evolves, the debate over Google Ads’ role in SME growth is likely to persist. For now, the lesson remains clear: success in online advertising demands more than budget—it requires insight, adaptability, and a deep understanding of local markets.

While Google’s global infrastructure offers scalability, its one-size-fits-all approach often fails to address Vietnam’s unique market conditions. For instance, mobile-first users in the country prefer short-form content and social commerce, which Google Ads struggles to capture effectively. “Facebook and Zalo dominate a large majority of online interactions, yet most SMEs allocate a large portion of their ad budgets to Google,” said Tran Minh Hoa, a digital marketing consultant.

This imbalance is exacerbated by language barriers. Vietnamese search terms frequently include colloquialisms or regional dialects that standard keyword targeting misses. “A business selling rice noodles in Da Nang might use the term ‘bún bò’ locally, but Google’s algorithm may prioritize ‘pho’ or ‘bánh canh’—terms more common in other regions,” Mao explained.

Google has introduced localized features, such as multilingual ad creation tools and regional performance dashboards, to address these gaps. However, SMEs argue that these efforts are reactive rather than proactive. “The platform needs to invest more in understanding local consumer behavior,” said Le Thi Hong, a marketing director at a Hanoi-based agency. “Right now, it’s like trying to fit a square peg into a round hole.”

Despite the challenges, some SMEs report success. A 2026 survey by the Vietnam SME Association found that a portion of businesses using Google Ads saw a significant increase in sales after adopting tailored strategies. “It’s possible, but it requires patience and expertise,” said Nguyen Van Minh, founder of a Ho Chi Minh City-based tech startup.

As the digital advertising landscape continues to shift, the need for localized, data-driven approaches will only grow. For Vietnamese SMEs, the path to effective online marketing lies not in chasing trends, but in building a deeper connection with their audiences.
