A slate of new laws in Virginia is addressing health care and housing affordability under the administration of Governor Abigail Spanberger.
The measures align with the policy goals established by Spanberger, who became the first woman elected as governor of the state.
Campaign Foundations for Affordability
The current focus on housing and health care affordability reflects priorities Spanberger emphasized during her 2025 campaign for governor. These goals were a central part of her vision to grow the economy of the Commonwealth and make the state more affordable for its residents.

To communicate these priorities, Spanberger conducted a 40-plus-stop “Span Virginia Bus Tour” from June 21 through June 28. The tour included visits to all 11 of Virginia’s congressional districts, where she met with community members and local leaders.
The tour, which was announced during a rally at J.R. Tucker High School in Henrico County, involved visits to Main Streets and small businesses, as well as Virginia’s cultural and historic sites. The itinerary spanned various regions of the state, including Newport News, the New River Valley, Farmville, and Fairfax.
During the tour, Spanberger was accompanied by the Democratic nominees for Attorney General and Lieutenant Governor. She used the platform to outline her plans for strengthening public schools and enhancing economic growth for the population.
Path to the Governorship
The initiatives currently being implemented follow a series of high-profile campaign events in late 2025. On November 2, 2025, Spanberger spoke to supporters at a campaign stop in Falls Church.
On that same date, she held a rally in Norfolk to encourage voter turnout three days before Election Day. During the Norfolk event, she was joined by former President Barack Obama, who spoke in support of her candidacy.
Throughout her campaign, Spanberger stated that her priorities as governor would be driven by a mission of keeping Virginia strong and delivering results for the people of the state.
