La Virginia, Risaralda – March 21, 2025. Municipal officials in La Virginia recently participated in training focused on the municipal legal framework. The Risaralda governorate, under the initiative of Governor Juan Diego Patiño Ochoa, organized the training through the Directorate of Legal Management and Judicial Defense of the Department of the Legal Secretariat.
The training covered a range of topics, including the Tax Statute, distinctions between tax types, allocation of collected resources, prohibitions, and potential violations of municipal or departmental autonomy. Also addressed were sanctions and circumstances leading to the total or partial invalidation of municipal agreements initiated by the mayors.
Renan Sánchez Álvarez and Humberto Franco Buitrago, specialized professionals from the Legal Secretariat, led the session. They stated:
We are very happy with the reception that the training in municipal legislation by the officials of the Mayor’s Office of La Virginia had today. It is indeed the governor’s idea that we visit all the municipalities to train our officials, to avoid demands of disability of the agreements approved by the municipal councils and that have initiative in the mayors, and achieve a more equitable and inclusive Risaralda.

We want to thank the governorate, under the leadership of our Governor Juan diego Patiño, for sending officials from the Legal Secretariat to train our officials of the Municipal Mayor’s Office of La virginia. This training enables them to perform good management, which is needed to articulate with the Goverment and everything that corresponds to the administrative part. The goal
These training sessions aim to reduce the number of disability claims that the governor is legally obligated to review concerning municipal agreements and decrees before the Administrative Contentious Court of Risaralda. The most frequent reasons for these claims include municipal officials’ lack of awareness of regulations and confusion regarding tax authority between the municipality and the department.
Esteban Álvarez, Secretary of Municipal Planning, was among the attendees. He emphasized:
I want to thank the Government and Governor juan Diego Patiño for these spaces that strengthen the capacities of all municipal officials, allowing us to expand a better service in the community.
