Virginia Democrats Unveil New Congressional Map Aiming for Significant Gains

Richmond, VA – February 6, 2026 – Virginia Democrats on Thursday released a proposed congressional map that could dramatically reshape the state’s representation in the U.S. House, potentially giving their party control of up to 10 of the state’s 11 districts. The move comes amidst an ongoing legal challenge to the state’s redistricting process and a broader national battle over congressional maps.

The proposed map, according to data released by the legislature, is designed to dilute Republican strength in traditionally conservative areas while bolstering Democratic prospects in districts currently held by the opposing party. Under the plan, former Vice President Kamala Harris would have carried 10 of Virginia’s 11 congressional districts in the 2024 election, a significant increase from the six she won in reality. Governor Abigail Spanberger also performed well in these districts during last November’s elections, further supporting the potential for Democratic gains.

Currently, Virginia’s congressional delegation consists of six Democrats and five Republicans. The proposed map aims to flip the balance, potentially giving Democrats a commanding majority. The plan would allow Democrats to pick up as many as four seats, capitalizing on demographic shifts and strategic redrawing of district lines.

However, the path to implementing the new map is far from certain. In January, a Virginia judge ruled that the Democrats’ proposed constitutional amendment allowing for the redrawing of U.S. House lines was illegal, dealing a blow to their efforts to let voters decide the issue in a referendum scheduled for April. Democrats are currently appealing the ruling, and the case is expected to move directly to the state Supreme Court.

If the state Supreme Court allows the effort to proceed, the proposed constitutional amendment would still need to be approved by voters this spring. This amendment would bypass the state’s bipartisan redistricting commission, giving the legislature direct control over the map-drawing process.

The proposed map features some significant changes to existing district boundaries. Notably, the populous area of Arlington, a Washington suburb, would be divided among five different districts, some of which would extend deep into the state. This strategy aims to maximize Democratic votes across multiple districts.

The 9th Congressional District, currently represented by Republican Morgan Griffith and encompassing a rural area in western Virginia, would absorb more of the state’s rural regions, effectively solidifying it as the only reliably Republican seat in Virginia under the new map.

Virginia Republicans have strongly opposed the Democrats’ efforts to redraw the map, citing the state’s recent push for fair maps. In 2020, voters approved a constitutional change intended to end legislative gerrymandering by establishing the redistricting commission. Republicans argue that the Democrats’ current actions undermine the spirit of that reform.

A congressional primary is currently scheduled for June, adding further urgency to the legal and political battles surrounding the redistricting process. The outcome of these challenges will have significant implications for the balance of power in the U.S. House of Representatives, particularly as both parties prepare for the upcoming midterm elections.

The unveiling of this map is one of the most significant moves by Democrats in the national redistricting landscape, with similar battles unfolding in approximately a dozen states across the country. The stakes are high as both parties seek to gain a partisan advantage in the upcoming elections.
