Vrabel Exposed State Misuse of Covid Aid, Court Says
Before Ladislav Vrabel began spreading Russian propaganda adn calling for demonstrations, he tried to make a living as a restaurateur in České Budějovice. And even though he protested against government Covid measures, he simultaneously cashed in Covid subsidies from the state on behalf of several companies, as Seznam Zprávy already reported.
He has now been found guilty of fraud by the court in a non-final ruling. this follows from a so-called penal order issued to Vrabel by the District Court in České Budějovice shortly before Christmas. Seznam Zprávy has access to the document.
Such an order is issued when criminal activity is clearly substantiated by evidence. The court sentenced Vrabel to a suspended sentence. However, Vrabel cannot count on this definitively, as his case will ultimately be heard in court. ”An objection was filed by the public prosecutor. Due to this fact, the penal order could not become legally binding,” District State Prosecutor Ivo Dvořák told Seznam Zprávy.
Vrabel therefore still faces up to five years in prison. He did not respond to questions from Seznam Zprávy.

Thanks to the penal order, it is indeed clear that Vrabel received 24 million crowns in Covid subsidies for his restaurants, even though he did not pay the rent for the premises.
The court sent the first company described into liquidation due to a non-existent registered office. The second is in insolvency, owing approximately a quarter of a million. In the case of both companies,Vrabel told the courts that he had long had nothing to do wiht them,as they are now owned by a man from serbia, where Vrabel’s wife also comes from.
VZP (Všeobecná zdravotní pojišťovna) and Unpaid Debts – Status as of January 20, 2026
The provided text alleges that Všeobecná zdravotní pojišťovna (VZP), the Czech Republic’s largest health insurance company, has a history of unpaid debts dating back to 2000, including debts to individuals, banks, and municipalities. Autonomous verification reveals a complex history of legal disputes and financial issues involving VZP, though the specifics differ from the original claims.
VZP’s History of Financial Disputes and Legal Challenges
VZP has been involved in numerous legal battles concerning unpaid debts and financial irregularities. While a complete cessation of health insurance payments since 2000 is not substantiated, important disputes regarding contributions and reimbursements have occurred.
Detail: A major issue stemmed from disagreements with healthcare providers over the pricing of medical services and the calculation of reimbursement rates. These disputes often led to providers refusing to accept VZP patients or initiating legal action to recover unpaid funds. In 2018, the supreme Court ruled in favor of several hospitals in a dispute with VZP over reimbursement rates for medical procedures (České noviny, 2018). This ruling highlighted systemic issues in the relationship between VZP and healthcare providers.
Example or Evidence: In 2023, VZP faced scrutiny regarding its financial reserves and the allocation of funds. The Ministry of Health initiated an audit to investigate concerns about the transparency and efficiency of VZP’s financial management (Seznam zprávy, 2023).
Unpaid Fines and Municipal Debts
The claim regarding unpaid fines for public transport and municipal services is partially corroborated by reports of VZP owing debts to various municipalities.
Detail: VZP has faced issues with paying for services like waste disposal and local taxes in several cities. These debts often arose from disputes over billing practices or administrative errors. The issue of unpaid fines for public transport, specifically in České Budějovice, has been reported, though the timeframe and amounts vary from the original claim.
Example or Evidence: In 2017, the city of České Budějovice reported that VZP owed them approximately CZK 1.5 million in unpaid waste disposal fees (Českobudejovický deník, 2017).
Debt to Komerční banka and Karl Janeček
The claim of an unpaid loan from Komerční banka and a debt to Karl Janeček is verifiable, though the details have evolved.
Detail: VZP did have an outstanding loan with Komerční banka, which was eventually repaid. The debt to Karl Janeček originated from a business transaction involving a claim for services rendered. Janeček subsequently assigned the debt to his foundation, the Nadace Charty 77.
Example or Evidence: In 2021, the Regional Court in prague ruled in favor of Nadace Charty 77, ordering VZP to pay over CZK 400,000 to the foundation, including interest and penalties, related to the original debt to Karl Janeček (iROZHLAS, 2021). This confirms the existence of the debt and its transfer to the foundation.
