Warsaw’s Mayor Rafał Trzaskowski expressed frustration over the return of heavy traffic to Chmielna Street following its recent transformation into a green urban promenade, questioning the purpose of the redevelopment as vehicles once again dominate the thoroughfare.

Chmielna Street Sees Return of Cars After Greening Project

Chmielna Street in Warsaw’s Śródmieście district, which had been recently redeveloped as part of the New Centre of Warsaw initiative, has seen a resurgence of automobile traffic, prompting criticism from city officials. The thoroughfare, previously transformed with extensive greenery including 88 new trees and over 7,500 shrubs and perennials, was intended to serve as a pedestrian-friendly urban promenade. However, recent observations indicate that cars have returned in significant numbers, undermining the project’s goals of reducing vehicle dominance and enhancing public space for walking and relaxation.

Trzaskowski Questions Effectiveness of Street Redesign

Mayor Rafał Trzaskowski, who launched the New Centre of Warsaw project that includes the modernization of Chmielna, Bracka, and Polna streets as well as Pięciu Rogów and Trzech Krzyży squares, voiced his irritation at the situation. According to reports from WP Wiadomości, he publicly questioned the outcome of the redevelopment, asking, “O co tu chodzi?” (“What is going on here?”), reflecting his frustration that the street’s transformation into a green oasis is being reversed by the return of vehicular traffic.

Background on Chmielna’s Transformation

The redevelopment of Chmielna Street was carried out by the Public Land Management Board of the City of Warsaw in cooperation with the Mazovian Voivodeship Conservator of Monuments. For decades, the street had been a grey, concrete-dominated transit space with limited appeal. The new concept aimed to change that by introducing diverse plantings, including plane trees, lime trees, elm trees, cherry trees, and robin trees, alongside 32 solitary shrubs and thousands of ornamental grasses and perennials. The goal was to create a fully-fledged urban promenade conducive to meeting, relaxing, and communing with nature, positioning Chmielna as a symbol of Warsaw’s broader urban renewal efforts.

Part of Wider Urban Renewal Initiative

Chmielna’s redevelopment is a component of the extensive New Centre of Warsaw project, which seeks to transform the city centre into a more comfortable, aesthetically pleasing, and livable environment. The initiative, launched under Mayor Trzaskowski’s leadership, has already seen the modernization of Bracka and Polna streets, as well as upgrades to Pięciu Rogów and Trzech Krzyży squares. Work is also ongoing in the area around Zgoda Street. Chmielna was highlighted as another key point in this map of change, intended to showcase how thoughtful urban planning can reclaim public space from car dominance and restore it for community use.

The return of traffic to Chmielna raises questions about the effectiveness of urban design interventions in the face of entrenched transportation patterns, particularly in a major European capital where vehicle access remains deeply integrated into daily movement. Whether additional measures will be needed to preserve the street’s pedestrian character remains uncertain.
