WHO Assembly: Member States Reaffirm Global Health Commitment
Landmark Pandemic Agreement Adopted, WHO Boosts Sustainable Financing
Geneva, Switzerland – in a notable step towards global health security, the World Health Organization (WHO) Member States have adopted a legally binding agreement aimed at bolstering the world’s defenses against future pandemics. This landmark “Pandemic Agreement” outlines a thorough framework for preventing, preparing for, and responding to health emergencies, fostering greater international cooperation and equitable access to vital medical resources.
The agreement encompasses a range of crucial measures, including the expedited sharing of pathogens, ensuring fair and timely access to vaccines, diagnostics, and therapeutics, and strengthening technology transfer, financing, and supply chains.
WHO Director-General Dr. Tedros Adhanom Ghebreyesus hailed the adoption as a pivotal moment but emphasized that the journey is far from over.”Member States still must negotiate the annex on pathogen access and benefit sharing for adoption at an upcoming Health assembly,” he stated. The agreement will officially enter into force as an instrument of international law once 60 countries ratify it, including the annex.
Dr. Tedros expressed confidence that the remaining steps will be completed by May 2026, as committed by Member states. He also addressed what he termed “deception and distortion” surrounding the agreement, especially concerning national sovereignty.
“Let me be clear once again: the Pandemic Agreement will not infringe on national sovereignty, period.And the Pandemic Agreement does not give WHO any powers,period,” Dr. Tedros asserted. He clarified that WHO’s role is to provide recommendations, with governments retaining full autonomy over their decisions. “WHO is not even a party to the Agreement. This is an agreement between sovereign nations, and it will be ratified and implemented by sovereign nations that choose to do so. The intentional distortion of the pandemic Agreement as ceding power to WHO must stop.”
Sustainable Financing Strengthened
In addition to the Pandemic Agreement, the World Health Assembly approved WHO’s 2026-27 Program budget, which includes a crucial 20% increase in assessed contributions. This will inject an additional US$90 million annually in predictable and flexible funds into WHO’s income. This move is a significant stride towards achieving the 2022 commitment to raise assessed contributions to 50% of the base budget, up from a mere 16%. This increase is central to WHO’s strategy to reduce its reliance on earmarked voluntary funds from a limited number of donors and build a more sustainable financial foundation.
“This is another major step towards making WHO less dependent on earmarked voluntary funds from a handful of traditional donors,” Dr. Tedros remarked. Moreover, a pledging event secured at least US$210 million in additional funding for the WHO Investment Round from Member States and philanthropic donors.
Broader Health Advancements Celebrated
The Health Assembly also recognized several countries for achieving disease elimination and for eliminating industrial trans-fat from their food supplies. Several vital resolutions were adopted, reflecting WHO’s broad mandate. These include a new target to halve the health impacts of air pollution by 2040, updated targets for maternal and young child nutrition, strengthened regulation of digital marketing of infant formula and baby foods, and a new global strategy for traditional medicine.
For the first time, Member States adopted resolutions on lung health, kidney health, and a lead-free future. World Cervical Cancer Elimination Day and World Prematurity Day were established as official WHO health campaigns. resolutions addressing digital health, Guinea worm disease, health financing, the health and care workforce, medical imaging, nursing and midwifery, rare diseases, sensory impairment, skin diseases, and social connection were also approved, underscoring the comprehensive scope of global health priorities addressed by the Assembly.
