New research from Georgia Tech Scheller College of Business reveals that data centers, driven by artificial intelligence demand, deliver measurable economic benefits to local communities—but these gains are uneven, with metropolitan areas seeing far greater returns than rural regions. The study, led by faculty member Daniel Yue and postdoctoral fellow Yiyang Zeng, analyzed the impact of data center openings on employment, wages, business activity, and electricity prices across U.S. counties.

The findings highlight a critical disparity: while data centers contribute to local economic growth, their benefits are concentrated in areas with established labor markets and business networks. Over three years after a data center opens, host counties experience a 0.9% rise in employment, 1.1% in wages, 1.0% in business establishments, and 0.7% in household income. These gains grow over time, peaking at 3.5%, 5.0%, 4.7%, and 1.9% respectively after a decade. However, the research underscores that these outcomes depend heavily on local economic conditions.

Metro areas, with their dense labor pools and robust infrastructure, capture most of the economic spillovers. Construction contractors, engineers, and suppliers thrive in these environments, amplifying the initial investment. High-wage technical workers also boost local services, from restaurants to retail, creating a cycle of economic activity. In contrast, rural counties face limited gains. Data centers in these regions often employ fewer than 100 permanent workers, and specialized services are typically sourced from outside the area. While rural communities see a small decline in unemployment and potential tax revenue, the sweeping job and wage growth promised during development is rarely realized.

Geography and economic structure dictate the extent of benefits. “It’s the characteristics of the host community, not just the facility opening there, that determine whether the local benefits show up,” said Zeng, emphasizing that data centers alone cannot transform underdeveloped regions. The study also identified a hidden cost: electricity prices in areas with data centers rose by approximately 5% after their activation. This increase, coupled with strain on local infrastructure, raises questions about how costs are distributed among residents, businesses, and the data centers themselves.

Yue and Zeng’s research calls for communities to scrutinize the financial arrangements tied to data center projects. Utility companies often allocate electricity costs differently, and state-specific policies influence how infrastructure upgrades are funded. “Communities should ask specific questions about who pays for new infrastructure and how those costs will be distributed,” Zeng said.

The study’s implications are particularly relevant as states and municipalities navigate decisions about data center development. For metropolitan areas, the research suggests that data centers can provide meaningful, though not transformative, economic gains. For rural regions, the economic payoff is more complex, requiring careful evaluation of long-term impacts.

Zeng urged communities to prioritize evidence-based decision-making over “flashy, headline incentive packages.” He highlighted the importance of examining tax abatement structures, electricity tariffs, and infrastructure cost-sharing agreements. “In 10 years, communities will likely wish they had pressed harder on the quality of the decision itself,” he said.
