Her father, Donald Stish Sr., worked as a circulation manager for The Philadelphia Inquirer, and her mother, Joan Ann Ososki, was a homemaker. Judith Giuliani had an older brother, Donald Jr., who passed away in 2004, and a younger sister named Cyndy.

She graduated from Hazleton High School in 1972. During her time there, she was active in several organizations, including the Literary Society, the tennis and ski clubs, the Diggers Club volunteer service organization, and the Future Nurses Association.
