The system introduces a formal request mechanism for reviews across four specific match scenarios, aiming to secure higher accuracy on the pitch.

A Response to Officiating Instability

The shift comes after a period of volatility in match officiating. According to The Beijing News, several referees within the Hunan provincial football league were penalized following the discovery of missed calls, including overlooked penalty kicks.

It is a move toward professionalization. The Hunan Daily described the integration as a sign of the league’s progress and a direct response to feedback from participants, noting an administration open to suggestions for improvement.

The Four Pillars of Review

To balance accuracy with the flow of the game, the league has limited video reviews to four high-impact scenarios:
