South Korea Weighs Transparency Rules For Video Platform Ad Consumption

Unlike subscribers using Wi-Fi connections, mobile network users must download both main video content and preceding or mid-roll advertisements over cellular data. While unlimited data plan holders or those with generous allocations absorb these transmissions without immediate financial penalties, consumers tied to capped data plans face a different reality.
Data consumed by forced advertisement playback counts toward a user’s total monthly usage, potentially accelerating the exhaustion of basic allowances and triggering speed throttling sooner than expected, according to Representative Han’s office.
At the same time, official statistics highlight the scale of the free-tier user base encountering these ads. The Korea Creative Content Agency’s 2025 Content User Behavior Survey placed the YouTube Premium adoption rate at 20.6 percent, leaving nearly four out of five users reliant on the ad-supported free version of the platform.
Parliament Pushes For Platform Ad Transparency Reports
To bridge the information gap between corporate ad revenues and consumer data burdens, the proposed legislation focuses on the volume of advertising delivered rather than platform profits alone. Representative Han proposed introducing an ad burden transparency report targeting major ad-supported video platforms operating within the country.
Under the suggested framework, platforms exceeding a specific operating scale would be required to provide objective data regarding ad transmission volumes, giving South Korean regulators and consumers verifiable figures on mobile resource consumption.
How Regulators Will Measure Mobile Ad Consumption
