Yunnan Takes the Lead: Province Tops National Rankings in Patent Open Licenses for First Half of the Year

On September 13, a special event to promote the operation of intellectual property rights in Yunnan’s biomedical and health industry was held at Yunnan Xicao Resources Development Co., Ltd. in Kunming Economic Development Zone (Kunming Section of the Pilot Free Trade Zone). The purpose of the event is to smooth the two-way channels of supply and demand and promote the transformation of scientific and technological achievements in universities and research institutes.
A relevant person in charge of the Intellectual Property Application Promotion Division of the Yunnan Provincial Market Supervision Administration introduced that according to the latest data feedback from the State Intellectual Property Office, in the first half of this year, the number of patent open licenses in Yunnan Province totaled 387, ranking first in the country.
As the highlight of the special event, on that day, six universities and research institutes, including the Kunming Institute of Botany, Chinese Academy of Sciences, Xishuangbanna Tropical Botanical Garden, Chinese Academy of Sciences, Yunnan Nationalities University, Yunnan Normal University, Kunming Medical University, and Pu’er Institute of Traditional Ethnic Medicine, released lists of open licensed patents, covering more than 400 patents in multiple technical fields such as compounds, plant cultivation, microbial propagation, rice cultivation, and extraction of active ingredients from plants and animals.
“The open license list released this time is the first work we have launched this year. We have conducted an inventory and evaluation of invention patents authorized in 2023 and before. After the opinions of the inventors are determined, we have sorted out a list of 181 patent open licenses. These patents have submitted open license declarations to the National Intellectual Property Administration, completed the filing, and obtained a notice of approval for announcement.” A relevant person in charge of the Kunming Institute of Botany, Chinese Academy of Sciences, introduced that open licensing is also a way of transforming scientific and technological achievements. Compared with other ways of transformation of achievements, its advantage is that the supplier first proposes clear usage methods, fees, etc., and files them with the National Intellectual Property Administration. “The active release of this information through universities and research institutions can promote information docking, reduce the cumbersome links of negotiations, and ultimately reduce transaction risks.”
In October 2023, the General Office of the State Council issued the Special Action Plan for Patent Transformation and Utilization (2023-2025). The Yunnan Provincial Party Committee and the Provincial Government attached great importance to it and immediately issued the Special Action Plan for Patent Transformation and Utilization in Yunnan Province (2024-2026), focusing on vigorously promoting patent transformation, improving patent quality and strengthening policy incentives, breaking through key bottlenecks in industry-university-research cooperation, cultivating and developing new productivity through patent transformation and utilization, and better serving the high-quality development of the economy and society. It was proposed that by 2026, the transaction volume of technical contracts involving patents in Yunnan Province should reach 26 billion yuan.
