WhatsApp users in the European Union will soon be required to install a new version of the app that enables third-party messaging services to interoperate with the platform, as mandated by the EU’s Digital Markets Act (DMA). The change, which Meta began rolling out in April 2026, allows users to send and receive messages from other compatible apps — such as Signal, Telegram, or iMessage — directly within WhatsApp, without needing to switch applications. This marks the first major enforcement of the DMA’s interoperability rules for messaging services and represents a significant shift in how Meta operates its dominant platform in Europe.

The update, labeled WhatsApp v2.26.18 for Android and iOS, introduces a new “Chats from other apps” section within the app’s interface. When enabled, users can opt to link their WhatsApp account to supported third-party services through a secure, encrypted bridge that maintains end-to-end encryption for messages exchanged across platforms. Meta states that the interoperability feature is built on the open Signal Protocol, ensuring that message content remains private and inaccessible to WhatsApp, the third-party app, or any intermediary during transmission.

Under the DMA, gatekeeper platforms like WhatsApp — designated due to their large user base and market influence — must allow interoperability with competing services in core platform functions such as messaging. The European Commission formally designated WhatsApp as a gatekeeper in September 2023, giving Meta six months to comply with interoperability obligations. After missing the initial deadline, Meta faced a formal investigation and potential fines of up to 10% of its global annual revenue. The current rollout represents Meta’s compliance effort, though the company has argued that the technical and security challenges of cross-platform encryption are substantial.

Users in the EU will see a prompt within WhatsApp inviting them to enable cross-app messaging. Participation is optional; users who do not opt in will continue to use WhatsApp as before, communicating only with other WhatsApp users. Messages sent between platforms will appear in a separate chat thread labeled with the originating app’s name, and users will be able to block or report contacts from third-party services using the same tools available for WhatsApp-native conversations.

Meta has emphasized that the interoperability system does not weaken WhatsApp’s security model. According to a technical whitepaper published by Meta in March 2026, the solution uses a double-ratchet encryption scheme similar to Signal’s, with each cross-app message encrypted using a unique session key derived from the identities of both sender and recipient. Meta asserts that neither WhatsApp nor the third-party service can access the message content or metadata beyond what is necessary for routing and delivery.

Critics, including digital rights groups and rival messaging providers, have welcomed the move as a step toward breaking down platform silos but caution that true interoperability remains limited. As of April 2026, only a handful of smaller messaging apps have implemented the necessary technical specifications to connect with WhatsApp’s interface. Major competitors like Signal and Telegram have not yet announced full compatibility, citing concerns over metadata exposure and the lack of standardized protocols for group calls, reactions, or message reactions across platforms.

The European Commission is monitoring compliance closely. A spokesperson told Reuters in early April 2026 that the Commission is assessing whether Meta’s implementation meets the DMA’s requirements for “effective” interoperability, including timely access for competitors and transparency in technical specifications. The Commission has the authority to impose periodic penalty payments if it finds the rollout insufficient or deliberately obstructive.

For users outside the EU, WhatsApp’s functionality remains unchanged. Meta has not announced plans to extend the interoperability feature to other regions, citing differing regulatory environments and the complexity of maintaining multiple versions of the app. Analysts note that the EU’s approach may influence future regulations in other jurisdictions, including the UK’s Digital Markets, Competition and Consumers Act and ongoing discussions in the United States about platform accountability.

As messaging platforms face increasing pressure to open their ecosystems, WhatsApp’s DMA-driven update serves as a test case for how major tech companies balance regulatory compliance with product integrity and user experience. The success or failure of this interoperability model could shape the future of cross-platform communication in Europe and beyond.
